Job Overview
We are seeking a strategic and results-driven Compensation Program Manager to lead the design, implementation, and administration of comprehensive compensation programs within a large, complex metropolitan organization. This role is responsible for overseeing compensation strategy, classification structures, salary administration, market benchmarking, compliance, and workforce analytics to ensure competitive, equitable, and fiscally responsible pay practices.
The Compensation Program Manager serves as a subject-matter expert and trusted advisor to executive leadership, Human Resources, and department leaders. This position requires deep expertise in compensation frameworks, public-sector regulatory compliance, job architecture, pay equity analysis, and enterprise HR systems. The ideal candidate demonstrates strong analytical capabilities, executive presence, sound judgment, and the ability to align compensation strategy with organizational goals and workforce planning initiatives. Perform other duties as assigned.
Experience Requirements
- Minimum of 8–10+ years of progressive experience in compensation analysis, program management, or total rewards, including leadership-level responsibility
- Extensive experience designing and managing salary structures, pay ranges, job classification systems, and compensation policies
- Demonstrated expertise conducting market benchmarking studies and analyzing competitive pay data within public-sector or large enterprise environments
- Strong working knowledge of federal, state, and local employment laws, including FLSA, Equal Pay Act, Title VII, and Texas labor regulations
- Experience performing job evaluations, compensation audits, pay equity studies, and classification reviews
- Proven experience managing organization-wide compensation programs in a large, complex, unionized, or highly regulated environment
- Experience developing and presenting compensation strategies and recommendations to executive leadership and governing boards
- Advanced proficiency in HRIS, ERP, and compensation management systems
- Strong analytical skills with the ability to interpret workforce data, financial models, and labor market trends
- Experience overseeing annual merit cycles, incentive programs, and budget-driven compensation planning processes
- Ability to ensure compliance with internal controls, governance policies, and regulatory requirements
- Experience managing or mentoring compensation analysts or HR professionals
Experience Preferences
- Experience within a public-sector, governmental, transportation, or metropolitan agency environment
- Familiarity with civil service systems, board-governed pay structures, or union compensation frameworks
- Experience supporting compensation strategy during organizational restructuring or workforce expansion
- Experience conducting total rewards assessments, including benefits and incentive plan integration
- Certification in compensation or total rewards (e.g., CCP – Certified Compensation Professional)
- Experience implementing enterprise-wide compensation or HR system upgrades
