    JOB DESCRIPTION:

    The candidate will work as part of a multifunctional contract/acquisition team. In aggregate, the team renders acute acquisition, program management, and technology-focused support to both the Government as well as its end users. The program supported by the candidate facilitates the exchange of ideas and provides a means for the Government to formally express needs to its industry partners in an ethical and competitive environment. The program makes addressing those needs possible through a highly efficient procurement lifecycle automation platform. The multifunctional team coupled with the above-noted technology platform enable our customer to succinctly engage industry and obtain goods and services with unparalleled efficiency. 

    The work of the Analyst will be business management focused on full lifecycle contracting for highly complex, high dollar value professional services acquisitions across numerous functional areas and all competition types. This includes but is not limited to the coordination, implementation, and management of procurement packages, solicitations, solicitation amendments, and review packages for legal, financial, and acquisition management approval. The candidate will also perform coordination of the creation of associated documents associated with the procurement package. These actions will include supporting the development of IGCE's, acquisition strategies, acquisition plans, source selections plans, and other related documents including PW's. 

    This may also include functions as budgeting, financial analysis and planning and control of funding and allocation of funding across the active contract. In addition, the duties will include business process analysts to describe and create defined business and controls and processes through standardized templates and Standard Operating Procedures (SOPs). 

    ROLES AND RESPONSIBILITIES:

    • Provide assistance in coordinating requirements documents and researching acquisitions for a diverse mix of services.
    • Verifies and processes complex vendor and supplier invoices; disputes billing inaccuracies, and supports the swift resolution of like matters 
    • Contribute critical thought and requisite documentation to support negotiation of G&A, overhead, subcontracting, and other contracting success imperatives. 
    •  Provides funding availability and expenditure reconciliations to Contract Specialists (CS) and Contracting Officer's Representative (COR). Invoicing is accomplished with Deplhi an Oracle iSupplier platform.
    •  Assists the Procurement/Acquisition team with funding actions
    •  Work with Knowledge Services Network, or KSN workplace and assist COR with KSN acceptances and reviews
    • Written and verbal communication of value-added business and analytical insight.     
    • Responsible for administrative tasks related to awards from maintaining files, responding in an informed and timely fashion to contractual questions and request for assistance. This includes demonstrating an appropriate sense of urgency when responding to internal and external customer requests.
    • Draft all contract documents, including memorandums and correspondence necessary to execute contracts and contract modifications for assigned actions. Ensure that all reports are accurate, complete, and timely. 
    • Monitor and track upcoming contractual actions and deadlines.
    • Interact regularly with customers and member agencies to resolve contractual issues. 
    • Assimilate or possess an understanding of PRISM and KSN system including acceptances and reviews 
    • Analyze contractual requirements, special provisions, and legal terms and conditions to ensure compliance with Federal Acquisition Regulation (FAR) and or the Federal Aviation Administration (FAA) Acquisition Management System (AMS) and business unit procedures.

    DESIRED EXPERIENCE:

    Required degree +5 relevant years of related experience. Knowledge of the Federal Acquisition Regulation (FAR) and/or the Federal Aviation Administration (FAA) Acquisition Management System (AMS) preferred, not required.

    QUALIFICATIONS:

    A 4-year course of study leading to a bachelor's degree with a major in any field that included or was supplemented by; at least 24 semester hours in any combination of the following fields; accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management is required.
