    JOB DESCRIPTION:

    The Technical Liaison (TL) candidate will have experience in systems engineering or related technical field. The technical knowledge and experience of the candidate will be leveraged by Program Management Offices (PMOs) across the Federal Aviation Administration (FAA) as they are advisors to the Contracting Officer (CO) and the PMP IPT representatives. The TLS are experts and advisors to the PMPs in project management, tradeoff analysis and all the support specialties of system engineering. Specifically, the role will require not only a technical background but also an acute ability to understand complex technical needs and translate these needs to writing. The ability to develop quality written works is imperative. These works are subsequently leveraged by the acquisition organization to procure from industry value added solutions. The candidate will have a customer and industry-facing role providing advisory support to FAA executive management and liaise with industry to facilitate the communication of needs, assess solutions, and adjudicate related program risk. This candidate can also expect to work in a high-tempo environment with multiple PMOs and acquisitions at different stages of development often with quick turn-around times.

    ROLES AND RESPONSIBILITIES:

    • Act as liaison to Program Management Office (PMOs) on behalf of our client to assess their existing and new technical requirements. 
    • Assists the Procurement/Acquisition team with development of PWS and other acquisition documents (IGCE, PWS, etc.) and identifying proper resources to perform again stated requirements. 
    • Expert and advisor to the PMO IPT representative in project management, tradeoff analysis and all the support specialties of system engineering. 
    • Work in a complex procurement environment with multiple COs. each working to various personalized versions of procurement artifacts while providing supporting, analysis, and recommendations to those disparate approaches throughout the procurement process.

    DESIRED EXPERIENCE: 

    For the TPM assigned the role of System Engineer TL, relevant experience includes system engineering and system project management experience with full life cycle, design, logistic elements, development and manufacturing or production of complex multiple communications, software systems, and multiple mobile system segments. For the TPM assigned the role of regular TLs, relevant experience may include a more limited or specialized domain, such as a single type of engineering. Relevant experience for the TPM includes providing engineering service in support of Air Transportation Support activities for operational locations including facility maintenance, modification, and remediation as well as various levels of equipment repair.

    QUALIFICATIONS:

    A 4-year course of study leading to a bachelor's degree with a major in any field that included or was supplemented by; at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management. marketing, quantitative methods, or organization and management is required. 

    REQUIRED EXPERIENCE & SKILLS:

    • Strong interpersonal & communication skills 
    • Excellent writing skills with a technical understanding and ability to translate concepts into requirements 
    • Proficient in MS Word & Excel 
    • Bachelor's Degree and/or 10 years of related experience 
    • Project Management Professional (PMP) or DAWIA Level III certification in Project Management is required 
    • 10+ Year's Experience 
    • FAA experience a plus but not required
