Location: Washington, DC 20226 (ATF HQ) – Travel May Be Required Contract Type: Independent Contractor / Blanket Purchase Agreement (BPA) Rate: Competitive daily rates (full-day & half-day)
The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) is seeking highly qualified Subject Matter Expert (SME) Instructors to provide Complex Investigative Techniques Training in support of the ATF National Academy (ATFNA).
Role Overview
Selected instructors will deliver training to new ATF special agents and provide curriculum development support. Instruction will cover advanced investigative strategies used in federal criminal cases, including undercover operations, confidential informants, electronic surveillance, and the coordination of complex, multi-defendant prosecutions.
Key Qualifications
Minimum 10 years of federal law enforcement experience, preferably as an ATF Special Agent or in a closely related federal investigative role.
Bachelor’s degree (required) – OR high school diploma/GED plus 15 years of law enforcement/forensic experience.
At least 15 years of related investigative experience as a recognized subject matter expert.
Proven ability to plan, brief, and execute undercover and enforcement operations, including the use of cash funds, surveillance, and confidential informants.
Working knowledge of ATF Crime Gun Intelligence strategies (NIBIN, NTC, CGIC).
Familiarity with ATF Undercover Operations Branch (UCB) and Enhanced Undercover Program (EUP).
Prior instructional experience at ATF, FLETC, or other federal academies strongly preferred.
Completion of a certified instructor training program OR demonstrated classroom instruction experience.
Ability to maintain subject matter expertise through continuing education or professional publications.
Additional Requirements
Must pass a DOJ/ATF background investigation (includes SF-85P, fingerprinting, and e-QIP submission).
Must be willing to undergo random drug testing.
No felony convictions, firearm/drug trafficking offenses, or disqualifying criminal history.
Must maintain professional liability insurance.
Must be able to travel domestically (some international assignments possible).
