    Title: Housing and Employment Coordinator (QMHP)

    JOB SUMMARY

    In accordance with agency Mission, Vision, Values and Goals, the Housing Coordinator (HEC) operates the Housing Assistance Program, serving as the liaison between clients, landlords, and treatment staff for participants receiving rental assistance in independent living apartments/homes, income-based housing, and adult group homes. This position includes managing the annual Supportive Community Living Services (SCLS) budget for housing assistance, managing requests for Disease Management assistance funds, maintaining the waiting list for those seeking housing supports, completing initial and annual housing inspections, processing admit and recertification paperwork, calculating utility allowances and rent assistance subsidies. The Housing and Employment Coordinator supervises the Employment Services program, ensuring that it meets annual fidelity standards. This position supervises the Transitional Housing Community Support Specialist (CSS) and has an ongoing role in developing a network of landlords and properties that provide safe, affordable, dignified housing options for CMHS participants within the confines of the CMHS service area. This position also participates in local and regional homeless coalition efforts.

    PRIMARY FUNCTIONS

    Manages the Housing Assistance Program which includes ongoing rental assistance and requests for emergency housing assistance. Utilizing the annual SCLS budget, the HEC authorizes monthly Housing Assistance Payments to landlords and processes requests for SCLS fund usage for emergency housing supports. The HEC works with the Accounts Payable department to track fund usage and initiate payments. Maintains the waiting list for applicants who qualify for ongoing rental assistance.

    Completes initial and annual certification documentation, calculates rental assistance, conducts initial and annual apartment inspections, and completes and maintains housing assistance contracts with landlords. Maintains records for housing assistance according to program procedures and documents contacts that meet the Department of Mental Health service definitions in the client electronic medical record according to agency policies.

    Assists in the development, implementation, ongoing facilitation and monitoring of core housing supports that may address, but are not limited to, financial management/planning, basic cleanliness/household organization, utilities maintenance, community integration, and employment services needed to obtain and maintain safe, affordable, dignified housing at the highest degree of independence possible. Coordinates with the client, the Community Support Specialist, and area income-based housing programs to ensure that clients apply for and move to income-based housing when available.

    Develops and maintains a network of area landlords that offer safe, affordable housing that can be accessed by participants of CMHS, Inc. either with or without a housing subsidy. Meets with potential landlords to provide education regarding subsidized services and the needs/requirements of the CMHS tenant population.

    Acts as the agency liaison for the Homeless Services Coalition of Greater Kansas City and the Coordinated Entry team meetings. Attends meetings/trainings related to position as assigned by Chief Clinical Officer.

    Provides supervision to the Transitional Housing CSS assigned to Spring House and Gateway Accessible Housing. This includes, but is not limited to, reviewing productivity and timeliness reports, signing off on documentation, and ensuring that job duties are being performed consistently. Completes all clinical documentation for residents of Spring House and Gateway Accessible Housing according to DMH guidelines and agency policies and procedures.

    Administrates the Employment Services Program, providing direct supervision to the Employment Services Manager. Oversees the operation of the Individual Placement and Supports (IPS) evidenced-based practice to ensure that the program consistently meets good fidelity standards and works towards the achievement of excellent fidelity standards.

    Coordinates with the Chief Clinical Officer and Directors of Adult Community Support, Youth Community Support, and Substance Use Services to offer employment supports to all qualified clients who express a desire to work. Works with CCO and Employment Services Manager to assess staffing needs, hire and maintain team members necessary to meet client need according to fidelity, and ensure that Employment Services staff meet productivity expectations.

    In conjunction with the CMHS Advisory Council, facilitates an IPS Steering Committee to guide CMHS in the administration and expansion of the Employment Services Program.

    Follows all agency policies and procedures including emergency and corporate compliance policies/procedures 100% of the time.

    III. SECONDARY FUNCTIONS

    Acts as CSS for those clients no longer in CPRC who remain in housing assistance.

    Monitors Section 8 and income-based housing for application openings.

    All other duties as assigned.

    QUALIFICATIONS

    Education:

    Master’s Degree in Social Work, Psychology or a related field.

    Experience:

    Minimum of two years working with adults with severe mental illness

    Licenses, Certifications, or Registrations:

    None required.

    Special Skills:

    Money management/budgeting experience; ability to organize and prioritize workload;

    REQUIREMENTS FOR POSITION:

    Providers must meet requirements regarding experience and training when delivering services to specific age groups and treatment populations. The following criteria apply:

    Mental Health:

    Provider must maintain agency required trainings annually.

    Cultural Diversity Training:

    All providers must obtain a minimum of 6 hours, over a 2-year period, of professional development in the area of cultural diversity.

    Non- Violent Crisis Intervention (NVCI):

    Certification is maintained.

    Ethics:

    3 hour annually

    Driving: Must abide by agency driving policies and pass defensive driving course. Must maintain active driver’s license and insurance.
