    JOB SUMMARY

    In accordance with agency Mission, Vision, Values and Goals, this position provides oversight to Comprehensive Mental Health Services residential services, to include Turning Point, New Connections and Sunrise Residential Programs. Responsibilities include, but are not limited to, management of annual program budgets, oversight of QA/QI standards and utilization management, direct supervision of assigned team members, oversight of service delivery, and maintaining standards for all licensure and certification entities as well as CCBHO practices.

    PRIMARY FUNCTIONS

    Hires, trains, and supervises competent team members according to program and agency standards. Facilitates completion of all hiring documentation. Directly supervises Residential Services Team Leads and Residential Specialist assigned to Residential Services. Effectively communicates with team members by conducting appropriate supervision 1:1 and/or in team meetings. Documents supervision and meetings with team members.

    Ensures program accountabilities/efficiency by producing and/or reviewing prompt/accurate reports regarding program operations. This minimally requires that the following reports are reviewed according to timelines:

    a) Financial/productivity reports from Turning Point Team Leader and Spring House Supervisor monthly.

    b) New Connections, Sunrise House and Turning Point census submitted to Quality Assurance Supervisor monthly.

    c) New Connections and Turning Point daily billing review.

    d) Non-final approved progress notes, duplicate service report, timeliness of service entry report.

    Ensures that programs meet 100% of budgeting expectations. This minimally requires, on a monthly basis: the monitoring/reporting of team member productivity, the review of financial reports, and the reconciling of billings with documentation. Works cooperatively with CCO, CFO, and President/CEO in establishing fiscal year budget; ensures that all standards as set forth by funding sources and accreditation bodies are met. Reviews and approves department purchase requisitions and check requests, ensuring that expenses remain within budgetary guidelines.

    Ensures that agency Quality Management procedures are followed by program staff and the program meets an overall minimum QM score of 85%. Ensures that the monthly distribution of client satisfaction surveys and that indicators which do not meet threshold are promptly addressed through Plan of Action reports. Ensures that Utilization Management procedures are followed by staff. This requires the monitoring of client charts to ensure that the program admission/continued stay criteria are met and appropriately documented; peer reviews are conducted quarterly; and program staff has followed the necessary steps for both internal and external authorization of services.

    Effectively Collaborates with Property Management Company at Turning Point and Sunrise House according to HUD guidelines. Processes referrals and manages referral list. Facilitates admissions and discharges for residential facilities, delegating tasks to the appropriate staff and providing oversight to ensure compliance. Works directly with Controller and agency Accountant to ensure all certification and recertification documents are completed according to HUD guidelines and DHSS as appropriate.

    Facilitates program, departmental and agency communications/operations through required attendance at the following meetings:

    a) Leadership Group

    b) Quality Management

    c) Ad Hoc Teams and Executive Staff as deemed necessary

    d) Management Council

    e) CARF task teams

    f) Creative Manager’s Meeting

    Works with Housing and Employment Coordinator to process requests and access Supportive Community Living Services funding for residents. Collaborates on grants and other external funding sources to meet the needs of residents and/or the needs of the facilities supervised.

    Enlists program team members to perform other duties as needed by the agency, fostering a culture of collaboration and personal/professional growth.

    Ensures Intensive Residential Treatment (IRTS) at Turning Point and New Connections are in compliance with the Department of Mental Health regulations and that services are provided in a person-centered and strengths-based service delivery model.

    Develops/reviews policies and procedures and administrative structure needed to effectively manage operations within assigned departments. Follows and ensures that supervised team members follow agency policies/procedures 100% of the time.

    SECONDARY FUNCTIONS

    Represents agency at external meetings as related to program areas or as requested by the Chief Clinical Officer or CEO.

    Member of Sunrise House 811 Board of Directors.

    Provides consultation/education for community.

    Oversees on-call for Turning Point, New Connections and Sunrise House, delegating/sharing on-call as needed.

    QUALIFICATIONS

    Education:

    Master’s degree in counseling, psychology, social work, or closely related human services field, or as otherwise approved by CCO and/or CEO.

    Experience:

    Minimum of five years clinical experience

    Minimum of two years behavioral health supervisory/managerial experience.

    Licenses, Certifications, or Registrations:

    LPC/LCSW License preferred; PLPC/LMSW minimum required.

    REQUIREMENTS FOR POSITION

    Minimum of 2 years of program management experience. For continued competency, must receive a minimum of 30 hours of continuing education related to mental health, supervision, and/or professional growth; or as dictated by licensure requirements.

    DEGREE OF SUPERVISION

    Is supervised by the Chief Clinical Officer and receives a minimum of one hour per month of supervisory counsel.

    POSITIONS SUPERVISED

    Administratively supervises the Team Leads and supervisors within assigned department(s).
