    JOB SUMMARY

    In accordance with agency Mission, Vision, and Goals, this position is responsible for maintaining and expanding the agency computer networks in a cost-effective way to meet future needs. The IT Manager will be responsible for developing network maintenance and growth plans, creating annual and project budgets, managing IT staff and keeping the executive team up to date on the latest networking technologies that could help the company to succeed.

    PRIMARY FUNCTIONS

    Develops innovative network troubleshooting methods that reduce downtime and lower repair costs. Maintains and monitors the operation of the IT infrastructure system to achieve optimal performance and availability.

    Manages and directs the Information Technology department including; managing and overseeing the department budget and expenses; leading the assessment and training of IT staff members; making recommendations on the hiring, termination, advancement, promotion, or any other employment status change of IT staff.

    Works closely with departmental directors to determine the maintenance and growth needs of the network. Monitors the changing network technology and delivers a technology update to the executive team each quarter. Assists with budgeting for department, system upgrades and other agency informational technology needs.

    Responsible for creating and administering disaster plans that will keep the company functional in the event of a crisis and/or disaster. Preserves assets by implementing back-up procedures and information security and control structures.

    Determines the rationale and methods for upgrading company network software programs each time an update is released. Coordinates major installations and updates.

    Recommends information technology strategies by evaluating organization outcomes, and is responsible for agency policies and procedures related to information technology and information and security.

    Assumes responsibility for ensuring internal and external professional business relationships are established and maintained with clients, vendors, trade professionals, etc. Ensures questions and concerns are promptly and courteously resolved.

    Provides software and application development to support the Electronic Health Record (EHR) system. Ensures that there are proper controls and safeguards. Coordinates with Applications Specialist to provide support for related EHR functions including but not limited to: crystal reports, widget development, health information exchanges and dashboards

    Serves as the Agency Security Officer for purposes of HIPAA security and compliance. Manages the development and implementation of security policies, standards, guidelines and procedures to ensure ongoing maintenance of security of health information and compliance with the HIPAA Security Rule.

    Performs electronic information security risk assessments and serves as the internal auditor for electronic information security processes. Certifies that IT systems meet predetermined security requirements and monitors the access control systems to ensure appropriate access levels are maintained.

    SECONDARY FUNCTIONS

    Attendance at assigned committees: Emergency Preparedness, Safety Committee, etc.

    Responsible for VOIP telephone system support, door access security, and agency security cameras

    Provides secondary help desk support as needed for both hardware and software.

    QUALIFICATIONS

    Education:

    Bachelor’s degree in computer science or related field.

    Experience and Knowledge:

    5+ years’ experience in information technology management.

    Experience with Windows Servers, SQL networks and database file structures required with three years working knowledge of the same.

    Knowledge of Systems Design and implementation in a database environment. Knowledge of technical user-related aspects of a personal computer environment. Knowledge gained through prior employment and training in Electronic Health Records, Network Performance Tuning, LAN/WAN, VMWare, WatchGuard firewalls, branch office VPN, Network Design and Implementation.

    Knowledge of business objectives and strategies. Knowledge of budgeting and planning in the oversight of an IT department.

    Proficient with backup and restore technologies

    Proven project management skills in a fast-paced, dynamic environment. Excellent time management, presentation and organizational skills.

    Proven management and leadership skills for directing staff.

    The ability to interpret and apply complex technical information. Skilled in creative and adaptive program planning, design, implementation, maintenance and evaluation. Excellent problem solving, strategic planning, multi-tasking, quality focus, and coordination skills.

    Strong verbal and written communication skills required.

    The ability to handle confidential information

    REQUIREMENTS FOR POSITION:
