    JOB SUMMARY

    In accordance with agency Mission, Vision, Values and Goals, this position provides recruitment, selection and hiring duties in collaboration with management. Responsible for development of recruitment process, assist with compensation functions and other day-to-day operations of the human resources functions as directed.

    PRIMARY FUNCTIONS

    Develop recruiting strategy to attract top talent through job boards, educational institutions, professional license boards and memberships, unemployment services, open houses, social media, recruiting fairs, employee referrals, etc. Build relationships with employment sources to maintain a network of applicant referrals and best use of resources.

    Identify qualified external and internal candidates through phone screenings, in-person interviews, assessing knowledge and skills and arrange department interviews. Inform candidates of job duties, requirements, qualifications, compensation, benefits and the agency.

    Select candidate for hire, complete employment verifications and collaborate with Director of HR for compensation, offer, rate negotiation and communicate with management.

    Coordinate with HR Administrative Assistant to obtain background screenings including criminal history checks, Department of Mental Health qualifications, to arrange physicals and testing, and to confirm driver eligibility.

    Maintain accurate records in applicant tracking system database. Utilize system functions including job postings, applicant submissions, and communications. Train users on system and updates as needed. Evaluate system and recommend efficient process.

    Prepare Contracts and Agreements upon employment and annually as required.

    Provide training to managers on recruiting, screening, interviewing, hiring and selection skills.

    Complete salary surveys and assist with maintaining updated compensation structure. Prepare and present reports for analysis of turnover and retention. Perform periodic employee satisfaction surveys.

    Develop and maintain Affirmative Action Plan.

    Administration of loan repayment and scholarship programs. Prepare for site reviews, complete recertifications and manage correspondence.

    SECONDARY FUNCTIONS

    Assist applicants with waiver/exception process when needed.

    May facilitate with new staff orientation.

    Research legal updates and assist with employment policies and procedures.

    Handle calls from recruiting firms.

    May assist with creation or revision of job descriptions.

    Other duties as assigned.

    QUALIFICATIONS

    Education:

    Bachelor's degree in Human Resources or related degree preferred.

    Experience:

    Prior experience in developing recruitment strategy and Affirmative Action plan preferred.

    Licenses, Certifications, or Registrations:

    None required.

    Special Skills:

    Working knowledge of state and federal labor laws.

    Proficient with computer software and social media.

    Good communication skills, able to work with all people.

    Detail oriented with good organizational skills and multi-task proficient.

    Ability to handle sensitive and confidential information.

    Time management, organization and prioritization skills.

    Must have reliable transportation to travel local region.
