    Job Description

CCI has a Client who is seeking an experienced and qualified data center design Consultant to provide data center design and implementation services. Successful experience working with local government, Public Safety Access Point (PSAP), or enterprise projects is required.

The City’s old server room (Old Server Room) and old communications room (Old Communications Room) are inadequate and inefficient. The City anticipates using the new data center (New Data Center) for at least another decade.

The City expects Candidate to conduct their own investigation and analysis of existing facilities, utilities, and equipment and to check the accuracy, reliability, and completeness of the information

    SCOPE OF SERVICES

    1. EXISTING AND NEWLY CONSTRUCTED FACILITIES

New Data Center will be protected by a gas-based fire suppression system and the existing UPS providing power to New Data Center is backed up by a diesel-powered generator. Neither the design nor installation of fire suppression and UPS/generator systems are within this scope of services; incorporation and integration of these systems into New Data Center infrastructure is within this scope. Any conflict, incompatibility, or inadequacy between existing hardware or installation and proposed designs will be clearly outlined including justifications.

    1. DESIGN AND IMPLEMENTATION CRITERIA

    A. Perform on-site visual inspections, evaluations, and measurements—including cabling and equipment—of Old Server Room, Old Communications Room, and New Data Center available space, for purposes of proposal preparation and design.

    B. Prepare—as an expert in the design and implementation of data centers—and present own best data center solutions as a proposal. The proposal will include three (3) design options providing for “Option A” a Tier 2 data center, “Option B” a Tier 2 data center with a clear upgrade path to a Tier 3 data center, and “Option C” a Tier 3 data center.

    The designs

    • will provide for replacement of existing equipment where warranted or recommended, and

    • will take into consideration and provide for appropriate power, lighting, cooling, noise suppression, fire suppression, cable management, and additional or necessary data center infrastructure, and will incorporate planned future server room equipment growth of fifty (50) percent without cooling/power infrastructure retrofit or major additional data center infrastructure expense, and

    • will be in accordance with industry standard data center definitions except raised flooring requirements since New Data Center construction will not incorporate raised flooring, and

    • will be in accordance with current industry best practices for efficient and effective server room layout and design, and

    • will be in accordance with current state and local building codes and best practices, and

    • will demonstrate compliance with relevant current industry standards including but not limited to TIA-942, BICSI-002, and TIA-568 to provide a functional data center that is well organized, uncluttered, and easily maintainable, and

    • will be professionally tested and certified as part of this project.

    C. Act as project manager to develop and implement a work plan for the project delivering a turn-key installation of a ‘live’ and functional data center such that City staff may proceed with equipment relocations from Old Server Room and Old Communications Room to New Data Center on a unit-by-unit basis.

Individual electronic equipment relocations should be accomplished by City staff or City approved consultant, contractor, or expert.
