Job Description
CCI has a Client who is seeking a certified TMC Operators (CTO’s) for all the below locations:
Charleston TMC
Columbia, State TMC, 24-hour operations
Greenville TMC
Myrtle Beach TMC
Rock Hill TMC
The Contractor should anticipate (TMC’s )on an “As-needed” basis determined by agency with an estimated number of annual man-hours equivalent to 25,000 for this task. Man-hours will vary by TMC, month to month, year to year, and based on any extraordinary events that require additional staffing levels.
In addition, Client is in need Traffic signal engineers (TSE’s) to perform various Transportation Systems Management and Operations (TSMO) functions such as routine signal system corridor retiming and on-demand operational retiming. The Contractor should anticipate an estimated number of annual man-hours equivalent to 8,300 for this task. However, these man-hours may vary month to month, year to year, and based on any extraordinary events that require additional staffing levels.
PROJECT WORK TASKS
The Contractor shall be responsible for all activities necessary to ensure the success of the project including, but not limited to contract management, accounting and financial management, schedule management, project administration, reporting and record-keeping, and day to day coordination with the Agency Contract Manager.
TECHNICAL SCOPE OF WORK BY TASK
TASK 1 - PROJECT MANAGEMENT
The Contractor must describe its approach for its Project Management Plan to AGENCY which must include the organizational structure for the Contract. It will identify the Contractor’s Project Manager, all other key personnel working on the contract, what their roles will be, and how they will interface with AGENCY Traffic Management personnel. In addition, it will outline a schedule for routine coordination meetings with AGENCY staff, and routine assessments for the Contractor’s Staff working in the TMC’s under contract.
TASK 2 – TRANSPORTATION SYSTEMS MANAGEMENT AND OPERATIONS
AGENCY will task the traffic signal engineer (TSE’s) with plan production for routine signal retiming, signal corridor retiming, on-demand operational retiming.
AGENCY will task the TSE’s with field observations, data collection, analysis, and signal design as necessary to re-time signals, signal systems, and document as necessary. This task is considered a “Type 1” activity in accordance with FHWA requirements
TASK 3 - TRAINING PROGRAM DEVELOPMENT & ACCEPTANCE
The Contractor must develop a Training Program to train CTO’s to operate AGENCY traffic management center (TMC’s). This will include identifying a full-time Training Manager under this contract. Training shall include, but may not be limited to:

The Contractor will develop two (2) training curriculum. The first (1st) and preferred by AGENCY must be one on one training between a Trainee and the Training Manager. The second (2nd) and least preferred will comprise of group training in a classroom environment. The group training curriculum may be allowed to train the initial set of Trainees to fill the initial staffing needs contractually and if there are three (3) or more CTO vacancies at a given time thereafter. When group training is conducted the curriculum shall include a minimum of two (2)-weeks’ of training in the TMC the Trainee will work in upon completion of the training. In addition, a certification exam must be developed and administered by the Contractor. A Trainee must successfully pass the certification exam to become a Certified TMC Operator (CTO) and begin working in an AGENCY TMC. The Contractor must provide certification exam results to AGENCY for confirmation.
CAREER PATH
CTO’s that have successfully worked within an AGENCY TMC for 1-year with an average score of 90% or better on QA/QC checks over the last quarter, and has been trained to staff more than one TMC which includes 2-weeks working in another TMC may be considered for a career path promotion to CTO Level 2.
In addition to entry level training, AGENCY requires the Contractor to develop a Quality Control/Quality Assurance program in order to provide a mechanism by which CTO’s are supervised, trained and provided proper operations of the TMC’s. The Contractor must ensure quality and adhere to established policies, procedures, standards and guidelines in the operation of the TMC’s. AGENCY shall provide routine input to the Contractor.
Task 4 - TMC Staffing, Operations & Management _ _
_Requirements for the Contractor in relation to a CTO: _
ESSENTIAL FUNCTIONS OF A CTO:
At a minimum, CTO’s shall be able to perform the following duties proficiently under the general supervision of the Contractor, Contract Manager and other AGENCY staff
Serves as a member of a specialized technical work force and performs as a Traffic Incident Monitor and Response Facilitator
Responsible for traffic incidents viewed on traffic monitoring equipment (CCTV, Real Time Data, etc.) and assist SHEP, AGENCY Maintenance, and emergency response personnel
Implement required traffic control and other associated warning devices to advise the public of incidents and events impacting traffic flow
CTO will work within a Traffic Management Center monitoring CCTV cameras for the purpose of detecting incidents and stranded motorists. SCDPS (Highway Patrol) Dispatch will be notified of incidents and stranded motorists. CTO will communicate and coordinate incident information with local AGENCY maintenance and District staff as needed. CTO will dispatch State Highway Emergency Program (SHEP) Responders and provide other appropriate response agencies of scene details.
CTO will provide information to motorists by displaying messages on Variable Message Boards (VMS), Dynamic Message Boards (DMS), and Highway Advisory Radios (HAR).
CTO will assist the general public by correctly inputting data into the AGENCY ATMS database for incidents, construction, and maintenance activities impacting traffic flow to generate events in 511. CTO will review all events, signs, and 511 information for accuracy.
CTO will compile reports of routine incident response activities, annotate in Daily Log major incidents, construction, maintenance, and unusual occurrences.
CTO is responsible for operations of AGENCY's role in the "Child Amber Alert" program, including proper operation of ITS (VMS, DMS, HAR) equipment
