Overview:
The Michigan Department of Insurance and Financial Services’ (DIFS) is beginning its modernization efforts to replace its primary business application, OBase with a custom, in-house developed, .Net solution. OBase is a complex, highly customized, PowerBuilder application that utilizes an Oracle database containing 600+ tables.
The Database Architect Contractor will analyze the existing Oracle database and lead the effort to design, develop, and document a new Oracle or SQL Server database that will support the new system.
This resource will prepare technical specifications following the SOM Development Methodologies (SUITE PMM/SEM), and design and construct solutions that meet State of Michigan standards for security, usability, performance and availability.
This resource must be an expert in database design and must be willing and able to mentor staff and transfer knowledge.
Communication and coordination with business owners, project managers, and SOM developers working on other aspects of the project is required.
Job Description:
Relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected.
•Designs and builds relational databases. Develops strategies for data acquisitions, archive recovery, and implementation of a database. Must be able to design, develop and manipulate database management systems, data warehouses and multidimensional databases. Requires a depth and breadth of database knowledge that shall help with formal design of relational databases and provides insight into strategic data manipulation. Responsible for making sure an organization's strategic goals are optimized through the use of enterprise data standards. This frequently involves creating and maintaining a centralized registry of metadata. Capable of performing the role of a database administrator, if needed.
Qualifications
Knowledge and proven skills in MS SQL Server and/or Oracle SQL. Required. 8 Years
Knowledge and proven skills in data modeling and design guidance including identification of data entities, data dependencies, and data relationships. Required. 6 Years
Knowledge and proven skills in formal design of relational databases to promote data sharing, data transparency, and eliminating redundancy. Required. 6 Years
Proven strategies for data migration, archiving, and implementation of a database. Required. 6 Years
Experience or familiarity with databases that support licensing and enforcement applications. Highly desired. 2 Years
Experience developing and publishing data architecture standards/guidelines governing data services, data security and privacy, and data integration. Desired. 2 Years
Experience in the Information Technology field as developer, DBA, or Data Architect. Required. 12 Years
