    Job Description

    CCI has a Client who is seeking a Contractor to provide Management and Environmental Consultant Services, on as needed basis 

    MANAGEMENT CONSULTING SERVICES  

    The purpose of this contract is to provide support to the executive leadership of Client through a variety of management services including policy and issues and analysis, strategy development, and assistance in the implementation and tracking (monitoring progress) of activities relating to Client’s various priorities. The consultant team will be expected to possess capabilities to assist Client in the following areas:  

    • • Public policy analysis, budgetary processes;  
    • • Intergovernmental relations;  
    • • Evolving federal investment priorities;  
    • • Community and external relations;  
    • • Long-range planning and strategy development;  
    • • Communications;  
    • • Agency and programmatic efficiencies;  
    • • Human capital, and job training and creation; and  
    • • Environmental compliance and sustainability.

      

    The contract will include assisting Client’s leadership in anticipating and addressing challenges facing the Client in achieving its organizational goals and objectives; The Port of Baltimore in maintaining its competitive position; assisting with Maryland’s Dredged Material Management Program in providing suitable long-term options for managing dredged material ; Client in advancing environmental, sustainability and resiliency planning and projects;, and strengthening public support for all of Client’s programs.  

    Various studies, assessments and reports identifying issues and challenges, and offering recommendations or strategies may be required for the range of activities and topics described herein. In addition, the consultant team may be tasked with providing support services relating to Client project initiatives. Examples include, but are not limited to projects related to:  

    • • Maryland’s Dredged Material Management Program;  
    • • Environmental and sustainability planning and compliance;  
    • • Marine terminal projects;  
    • • Improvements in cargo handling efficiency;  
    • • Remediation of chrome ore processing residue;  
    • • Managing real and perceived impacts of growth in port commerce;  
    • • Reduction of emissions associated with seaport activities;  
    • • Stakeholder outreach; and  
    • • Website content development.

      

    ENVIRONMENTAL PROGRAM, POLICY AND RELATED CONSULTING SERVICES  

    The broad goal of this contract is to help ensure the sustainability of Maryland’s deep water port industry, which is located in a largely urbanized geographical area, and which is reliant on an environmentally fragile estuary that is the focus of an extremely engaged and active set of local, regional and national environmental advocates and governmental agencies. The purpose of tasks assigned under this contract is to assist Client and the port community in positioning the Port of Baltimore to play a positive role in the social, economic, and environmental fabric of the region. Client desires to increase its understanding and awareness of perceptions and concerns held by environmental and community interests regarding the environmental impacts of port activities and to assess how those concerns impact both public support for Maryland’s deep water port and commercial and maritime interests in moving cargo through and doing business in the Port of Baltimore. This contract may include working with community, environmental, business, governmental and various other interests to identify issues and opportunities related to Maryland’s port, assessing options for addressing those issues and opportunities, recommending comprehensive and cost-effective actions for Client consideration and providing assistance in the implementation of selected actions. Activities assigned under this contract may also include, but are not limited to:  

    • Assessing external awareness of the Port of Baltimore environmental practices;  
    • Assessing the effectiveness of current Client environmental and stakeholder outreach initiatives and practices;  
    • Evaluating relevant industry standards and practices within the port and maritime industry;  
    • Assisting Client in coordinating with regulatory agencies, industry related associations such as the American Association of Port Authorities, businesses, community residents and environmental advocates;  
    • Recommending best practices for regulatory compliance; and  
    • Recommending approaches to increasing sustainability and environmental stewardship and increasing public awareness of actions taken.  
    • In addition, this contract will focus on opportunities to strengthen and/or Client partnerships beneficial to the port and local communities through enhanced understanding of issues affecting each and recommended strategies for maximizing benefits to both.

      

    CADD/GRAPHICS/SUPPORT STAFF – provides assistance with development of graphics, mapping, Geographic Information Systems (GIS) and analysis, and Computer-Added Design (CADD) products. A minimum of 2 years of experience must be with similar types of projects/tasks as the scope of work
