    POSITION SUMMARY: In alignment with the Mayor’s Equity and Excellence agenda, the Division of School Planning and Development oversees a broad range of DOE offices and functional areas, including the Office of Space Management, Office of District Planning, Office of School Design and Charter Partnerships, Office of Nonpublic Schools, Impartial Hearing Office, and the Educational Construction Fund. The Division also coordinates interagency work with the School Construction Authority and Educational Construction Fund, manages relationships and operational interactions with public charter schools and non-public schools, and administers the impartial hearing process for parents seeking relief pursuant to IDEA.

     

    The Impartial Hearing Office Case Coordinator serves as the liaison between the Impartial Hearing Office, the parties concerned, and the New York State Education Department (NYSED) Certified Impartial Hearing Officers for matters related to Impartial Hearings. Key responsibilities include monitoring the statutorily mandated timelines of Impartial Hearings, reconciling the availability of all parties, furnishing all necessary hearing-related services for each Impartial Hearing, and uploading documents into the Impartial Hearing System (IHS). Case Coordinators engage in outreach with the NYSED Certified Hearing Officers, parents and their representatives (both attorneys and advocates), New York City Department of Education’s Office of The General Counsel (OGC), Impartial Hearing Representation Office (IHRO), Committees on Special Education (CSEs), Borough Citywide Offices (BCOs), District 75 (D75), District 79 (D79) and the Impartial Hearing Order Implementation Unit. The selected candidate must have knowledge of the Department of Education (DOE) organizational structure as it relates to Special Education and the provision of due process, e.g., knowledge of the Committees on Special Education (CSEs), Borough Citywide Offices (BCOs), OGC, IHRO, and the Impartial Hearing Order Implementation Unit.  Performs related work.

     

    REPORTS TO: Deputy Chief Administrator

     

    DIRECT REPORTS: N/A

     

    KEY RELATIONSHIPS: Work closely with staff from the OGC, IHRO, CSEs, BCOs, D75, D79, and the Impartial Hearing Order Implementation Unit.

     

    RESPONSIBILITIES

     

    • Corresponds with NYSED Certified Impartial Hearing Officers.
    • Corresponds with parents and their representatives, and DOE litigation staff regarding the status of their Impartial Hearings.
    • Conducts preliminary outreach to stakeholders to garner additional information as required. 
    • Maintains appropriate records on Impartial Hearings. 
    • Provides information on Impartial Hearing trends to IHO management.
    • Participates in training NYSED Certified Impartial Hearing Officers on IHO policy and procedures.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
    2. Education and/or experience which is equivalent to "1" above.

     

    PREFERRED

     

    • Bachelor’s degree.
    • Paralegal Certificate Holder.
    • Experience dealing in court administration.
    • Experience in Special Education.
    • Knowledge of NYC DOE Systems , e.g., Impartial Hearing System (IHS) Automate the Schools (ATS), Child Assistance Program (CAP), and the Special Education Student Information System (SESIS).
    • Excellent data entry skills.
    • Excellent communication and interpersonal skills.
    • Ability to write clearly and concisely.
    • Ability to understand provisions of applicable laws and regulations.
    • Ability to do research.

     

    SALARY: $38,235+

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)

    • Regularly lifts up to 35 lbs. Occasionally lifts 50 lbs
    • Operation of a forklift truck
    • Valid driver's license
    • Ability to safely load/unload and drive a straight truck
    • Ability to conduct operator inspection of vehicle, recognize developing maintenance problems and report technical problems to the supervisor
