    POSITION SUMMARY: The Office of Teacher Recruitment and Quality (TRQ) is responsible for the recruitment of high-quality teachers to meet the staffing needs of NYC public schools and initiatives that promote the equitable and quality distribution of teachers across all schools. Research has repeatedly shown that teacher quality is the single most important variable in improving student learning.

     

    New York City Public Schools serve the largest and most diverse student population in the country.  We know that it is crucial for our students to have teachers who represent that same diversity.  NYC DOE’s Office of Teacher Recruitment and Quality (TRQ) is excited to partner with the City University of New York (CUNY), the Young Men’s Initiative (YMI), the Center for Economic Opportunity (CEO), and other key stakeholders to launch an initiative that aims to broaden the pathways into teaching in an effort to attract and retain a more diverse teaching force, with a specific goal to have an additional 1,000 men of color in the pipeline to become teachers by 2017.

     

    The initiative will include direct recruitment, the creation of long-term recruitment pipelines, and the creation of “cohorts”—or support groups—to ensure the support and retention of men of color once they become teachers. The Office of Teacher Recruitment and Quality is looking for a Director for Diversity Recruitment to oversee the creation of this initiative, which will include coordinating multiple partnerships with citywide agencies, including City Hall, to design, implement and plan for sustainable implementation of diversity recruitment programs for NYC’s teachers. Performs related work.

     

    REPORTS TO: Senior Director, Recruitment

     

    DIRECT REPORTS: Senior Program Manager, Project Manager and seasonal part-time staff

     

    KEY RELATIONSHIPS: Key staff from other Divisions within the DOE, including the Office of Postsecondary Readiness within the Division of Teaching and Learning; Leadership of the Division of Human Resources, including the Senior Executive Director and Executive Directors of other DHR offices; the Young Men’s Initiative team within City Hall; City University of New York’s Young Men’s Initiative (YMI) leadership and staff, and CUNY Central leadership team; The Center for Economic Opportunity leadership; the United Federation of Teachers; national and local colleges of education; national organizations, e.g., My Brother’s Keeper and Teach.org.

     

    RESPONSIBILITIES

     

    Leadership and Coordination

    • Oversee joint effort of multiple institutions and city agencies, ensuring that they reach milestones for increasing teacher diversity in NYC schools.
    • Liaise with City Hall along with the Executive Director for the Office of Teacher Recruitment and Quality, to ensure that this initiative is fulfilling the mayor’s vision.
    • Work within the Division of Human Resources, supporting communication and coordination with key external partners, including the UFT, to develop career-ladder pipeline programs, including a paraprofessional-to-teacher pipeline.
    • Work closely with the Office of Postsecondary Education to offer on-the-job supports and program advisement opportunities to participating teachers. This includes developing a robust mentorship program, as well as providing workshops in culturally relevant pedagogy and restorative justice. 
    • Work with CUNY Central and key staff within the YMI programs at CUNY to recruit diverse candidates and ensure that resources are aligned to Mayoral priorities.

     

    Policy and Strategy

    • Provide direction and guidance to key partners to align teacher pipeline areas to DOE system needs, and oversee development of hiring support to program participants. Drive decision-making and communication between all city agencies to ensure alignment on strategy and implementation.
    • Coordinate with others at DOE, YMI and the Center for Economic Opportunity (CEO) to form an Advisory Network that will serve to solicit the input of principals and participating teachers of color and their mentors to inform the development of the initiative.
    • Oversee the development of teacher recruitment strategies, teacher candidate engagement, and support and staffing strategies to fulfill programmatic goals.
    • Oversee the development of induction experiences, including a Summer School bridge program for participants, to develop participant skills, build cohort, and provide employment for participants over the summer months.
    • Manage research and reporting, including dissemination of findings to key internal and external partners, and recommendations resulting from research for Office, DHR and DOE activities, strategies and programs.

     

    Implementation and Sustainability

     

    • Lead a project team, including internal and external partners, to develop robust outreach, marketing and recruitment campaigns.
    • Work closely with other teams within the DOE’s Office of Teacher Recruitment and Quality to effectively integrate new program development components with existing recruitment initiatives.
    • Manage relationships and contracts with other alternative certification programs, and supervise staff to ensure that those programs align with and support overall recruitment goals.
    • Manage Diversity Recruitment team and work as part of senior team for Office of Teacher Recruitment and Quality, providing high-level guidance and setting key recruitment policy, working with the Executive Director of Teacher Recruitment and Quality and the Senior Director of Recruitment, along with other senior management regarding related initiatives.

     

    QUALIFICATION REQUIREMENTS:

     

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for EDUCATIONAL PROGRAM(S) AND/OR INSTITUTION(S) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
    2. A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
    3. Education and/or experience equivalent to “1”, or “2” above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in “1” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in “1” above.

    • Experience overseeing the design and implementation of professional development experiences.
    • Experience developing and promoting social and professional networks.
    • Experience in designing and implementing teacher recruitment strategy.
    • Experience working in or with schools, especially teaching in urban public schools.
    • Internal candidates preferred.

     

    SALARY: $107,203+

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
