    THIS TITLE IS IN A CIVIL SERVICE COMPETITIVE CLASS THAT IS SUBJECT TO EXAMINATION. POSITION IS ONLY OPEN TO APPLICANTS WITH PERMANENT NYC CIVIL SERVICE STATUS AS EDUCATION ANALYST OR CANDIDATES WHO FILED FOR THE EDUCATION ANALYST CIVIL SERVICE EXAMINATION.

    POSITION SUMMARY: Under the direction of the Director of Internal Controls Training, the Internal Control Officer (ICO) will be assigned to provide internal control training and support to school officials and NYCDOE Borough Based Offices (BBOs). The ICO will assist in identifying internal control weaknesses and recommending corrective measures to mitigate those weaknesses. The ICO will also conduct process reviews, as requested, to document internal procedures in order to identify risks and improve processes. In addition, the ICO must stay abreast of current business/economic developments relevant to BBOs and school operational needs while maintaining a strong client focus by servicing schools and providing training. The ICO will assist school officials and BBOs in understanding audit findings as well as provide guidance on implementing audit recommendations. The ICO may be responsible for team-oriented tasks such as supervising another ICO on specific engagements and reviewing work papers/audit reports. Performs related work.

     

    REPORTS TO: Director of Internal Controls Training

     

    DIRECT REPORTS: N/A

     

    KEY RELATIONSHIPS: School Principals, School Staff, and NYCDOE Borough Based Offices (BBOs).

     

    RESPONSIBILITIES:

     

    • Develop and deliver internal control presentations, ranging from small groups to large seminars. Presentations will be based on the operational needs of customers, e.g., principals, school staff, Borough Based Office leaders, etc.
    • Conduct interviews with individual school staff and review records to evaluate existing internal controls; identify weaknesses; make recommendations to improve processes.
    • Special assignments will require utilizing Visio to create in-depth flowcharts documenting existing procedures as well as identifying risks and recommending new procedures to reduce risk.
    • Stay abreast of the Department’s Standard Operating Procedures and other Department rules and regulations.
    • Assist schools in understanding audit findings and provide guidance on implementing internal and external audit recommendations.
    • Conduct meetings and presentations on work products in public settings.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field; or 
    2. A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management; or in a related area.

     

    PREFERRED

    • Knowledge of Microsoft products, e.g., PowerPoint, Excel, Word, Visio, and Access.

    SALARY: $54,562+

     

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)

    Required Skills Required Experience

  • Qualifications
    • A minimum of a High School Diploma, Bachelor’s degree preferably
    • A minimum of 3 years of experience in the installation and commissioning of audiovisual systems
    • Minimum 3 years of experience as a Lead Technician or approved equivalent is required for the Senior Technician position.
    • Advanced level of end user experience with audio and video conference systems.
    • Intermediate level of end user experience with professional audio mixing consoles, broadcast AV switchers, and professional broadcast camera systems
