    THIS TITLE IS IN A CIVIL SERVICE COMPETITIVE CLASS THAT IS SUBJECT TO EXAMINATION. POSITION IS ONLY OPEN TO APPLICANTS WITH PERMANENT NYC CIVIL SERVICE STATUS AS ADMINISTRATIVE STAFF ANALYST OR PERMANENT IN AN EQUIVALENT TITLE THAT IS ELIGIBLE FOR TRANSFER UNDER 6.1.9 TO ADMINISTRATIVE STAFF ANALYST.

     

    POSITION SUMMARY: The Office of Non-Public Schools (ONPS) is responsible for more than 800 schools and 250,000 students throughout all five boroughs of NYC.  ONPS works collaboratively with City Hall, the New York State Department of Education, religious leaders, school leaders, elected representatives, and the standing committee members, as well as community members from diverse religious and cultural and linguistic backgrounds. ONPS is responsible for more than $100M in federal funding in support of ESSA and across Title I, Title II, Title III, and Tile IV programs, as well as $46M in allocations for the Smart Schools Bond Act and over $25M in NYSTL allocations. Our office is tasked with ensuring that all eligible students receive services in alignment with state and federal guidelines and with timely and meaningful collaboration with the standing committee.

     

    The Special Assistant to the Senior Executive Director plays a key role within ONPS, working closely with the Senior Executive Director, Leadership Team, and senior staff to support the Senior Executive Director’s agenda. The Special Assistant may handle sensitive issues and confidential information requiring discretion. The Special Assistant manages the operations of the Senior Executive Director, including briefing the Senior Executive Director for internal and external events, and executing priority projects on the Senior Executive Director’s behalf. The Special Assistant also works closely with the Senior Executive Director’s Senior Leadership team to problem-solve, facilitate policy objectives, and ensure that key policy questions are brought to resolution at relevant meetings. The Special Assistant supports the Executive Administrator in executing critical cross-functional projects that advance the Senior Executive Director’s agenda. The Special Assistant is responsible for the coordination of work flows across cross-functional teams supporting the work of ONPS, including project management and coordination between the leadership team and all stakeholders.  The Special Assistant will prepare for and attend all meetings with the Senior Executive Director as well as assist in preparation for meetings led by other members of the leadership team; developing agendas, taking minutes, communicating with stakeholders in State and City offices as well as with the standing committee as necessary. The Special Assistant provides administrative, logistical, and operational support to the Senior Executive Director, Executive Directors, and Field Teams in order to maintain an efficient and orderly workflow for the day-to-day operations of ONPS. Performs related work.

    DIRECT REPORTS: N/A

     

    KEY RELATIONSHIPS: Works closely with the Senior Executive Director, Executive Directors, Team Supervisors, and Executive Administrator. Will communicate and collaborate with representatives from City Hall, the New York State Education Department, elected representatives, religious leaders, school leaders, and standing committee members.

     

    RESPONSIBILITIES

     

    • Designs policy, guidelines, and legal precedents related to all funded programs.
    • Attends meetings and travels with the Senior Executive Director as assigned; ensures timely follow-up and dissemination of important information through communications.
    • Manages the finalization of all written material that comes from the Senior Executive Director Office, including talking points, emails, remarks, and draft communications; serves as final quality control, checking content for all external communications done on behalf of the Senior Executive Director; escalates issues or high-priority items to the Senior Executive Director or other members of the Leadership Team as needed.
    • Facilitates communications for the Senior Executive Director, e.g., notifications to staff about key policy announcements and strategy documents.
    • Follows up on various requests for the Senior Executive Director, including planning events, writing correspondence, and addressing community concerns.
    • Serves as an initial point of contact for the Senior Executive Director on general operational inquiries regarding assigned areas and workstreams.
    • Conducts outreach to State, City, and standing committee members on behalf of the Senior Executive Director.
    • Acts as a liaison to both internal DOE offices and external groups, including the standing committee, community-based organizations, and public agencies.
    • Analyzes and evaluates data pertaining to Field Team work.
    • Handles special projects and prepares confidential correspondence and ad hoc reports.
    • Screens incoming calls to the Senior Executive Director; responds to inquiries, often of a confidential nature.
    • Coordinates meeting/public engagement calendar and travel logistics for the Senior Executive Director.
    • Closely collaborates with the Executive Administrator in the coordination of the Senior Executive Director’s schedule and in strategic planning.

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
    2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

     

    PREFERRED

     

    • Knowledge of DOE, City, and State rules and regulations related to Title Funded programs and other grant opportunities.
    • Experience managing highly confidential information of a sensitive nature.
    • Ability to work independently and manage multiple responsibilities simultaneously as well as cross-functionally in a dynamic team environment.
    • Excellent attention to detail and organizational skills.
    • Ability to work effectively with others at all levels of an organization and to consistently display a high level of professionalism in all interaction.
    • Ability to thrive in a fast-paced, deadline-driven environment with changing priorities and issues.
    • Strong Microsoft Office 365 skill set, specifically in PowerPoint, Excel, and Outlook.
    • Internal candidates preferred.

     

    SALARY: $107,203+

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)

    TECHNICAL KNOWLEDGE, EXPERIENCE, AND SKILL REQUIREMENTS:

    1. Bachelor's Degree or an equivalent combination of education and experience in a health care environment required.
    2. At least 2 years of previous auditing/training experience preferred.
    3. Excellent analytical and problem solving skills required.
    4. Previous experience in handling confidential information.
    5. Familiarity with managed care business concepts required (e.g. administration, benefits administration, or medical reimbursement).
    6. Excellent oral and written communication and interpersonal skills required, including technical writing capabilities.
    7. Ability to multi-task many projects simultaneously.
