    POSITION SUMMARY: The Department of Education’s (DOE) Division of School Facilities (DSF) is dedicated to providing a safe, comfortable, and clean setting that is conducive to the education and nurturing of our children in the most economic and efficient manner possible. The Professional Development and Training Specialist oversees the professional development and information training programs that are designed to enhance the quality of DSF programming and activities. Delivers training programs and workshops to agency employees. Monitors the effectiveness of training on employees by analyzing individual or group performance results. Collects feedback on sessions from attendees to use for future improvements to content and presentation. Develops new training program design and existing program enhancements, including lesson plans and training aids. Supports the creation and deployment of custom internal applications. Ensures the security of training space and equipment. Performs related work.

     

    REPORTS TO: Director, Enterprise IT Development and Support  

     

    DIRECT REPORTS:  Supervisor, Enterprise Development and Support, Application Support Services 

     

    KEY RELATIONSHIPS: Relationships will be fostered with staff and management throughout the organization.

     

    RESPONSIBILITIES

     

    • Consults with stakeholders to determine training needs; designs and delivers performance based training programs; administers or coordinates programs in accordance with established project deadlines.
    • Develops and prepares computer training bids; evaluates training proposals, reviews methodologies, and selects appropriate vendors; prepares documentation and monthly and annual cost analysis for conducting in-house trainings.
    • Oversees the preparation of course materials and manages group processes; creates and maintains course agendas and lesson plans for computer maintenance management systems, custom in-house applications, email and application software, Microsoft Windows, and Microsoft Office applications (Word, Outlook, Excel, and PowerPoint).
    • Confirms the scheduling of all Division employees for in-house training and coordinates training with contracted vendors.
    • Optimizes processes and procedural practices of the Service Desk, to ensure maximum efficiency in the troubleshooting of computer application issues and support of users in day-to-day technical difficulties; manages Assist repository for logging and tracking systems based issues.
    • Procures all necessary training courseware and materials; develops technical and procedural training manuals for in-house training sessions.
    • Assists in the development of project plans and process flows, for the initiation of custom in-house application development; oversees user testing of all custom internal applications; coordinates with stakeholders to manage the deployment of applications.

     

    QUALIFICATION REQUIREMENTS:

     

    MINIMUM

     

    1. A master’s degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, or a closely related field; or
    2. A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/ administration, labor market research, economic planning, fiscal management; or in a related area.

     

    PREFERRED

     

    • Proficient in Microsoft Suite 2010 or higher (Word, Excel, PowerPoint, Outlook, Adobe Publisher; Knowledge of Access Visio and Project Plan is a plus.
    • Ability to identify training and staff development needs.
    • Strong interpersonal and group communication skills.
    • Ability to listen and communicate in an effective manner with managerial, line staff, and external offices.
    • Strong writing skills in creating technical manuals for new software applications and enterprise systems.
    • Ability to coach and develop staff as well as to interact positively with people.
    • Experience creating training documentation and lesson plans.
    • Internal candidates preferred.

     

    SALARY: $70,370+

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not make less than their current salary.)
