    Join us at The Regional Educational Laboratory of the Pacific (REL Pacific) at McREL International and help us improve teaching and learning for all students across the REL Pacific region. Funded by the Institute of Education Sciences at the US Department of Education, REL Pacific serves education stakeholders in Hawai‘i, American Samoa, the Republic of the Marshall Islands, the Republic of Palau, Guam, the Commonwealth of the Northern Mariana Islands, and the Federated States of Micronesia. We work with principals, teachers, and central office staff to design and support professional learning systems that work to consistently improve teaching and learning.

     

    POSITION SUMMARY:

     

    The Deputy Director will help oversee contract administration and research efforts within the Pacific service region. This position will provide leadership and oversight of the REL Pacific scope of work, including applied research, training and coaching, and publications. The Deputy will lead projects, manage staff and resources, and establish systems that support both existing work and potential eventual expansion into new areas. 

     

    The Deputy Director will provide support in:

    • Client services (e.g., technical assistance, consultation, partnerships)
    • Product development (e.g., writing technical reports, policy briefs, project design)
    • Operations (e.g., improving internal processes, integrating projects across teams)
    • Business development (e.g., establishing strategic partnerships, securing project funding)
    • Quality assurance (e.g., reviewing applied research study proposals, papers, presentations)

     

    The Deputy, recognized for expertise in a research area(s) of interest, will represent McREL to its broad range of stakeholders -- teachers, local and state education associations, national organizations, representatives of the U.S. Department of Education. Ideally, the candidate will have a background at K–12 and post-secondary education levels, experience with national and state education systems, experience managing federal grants and/or contracts,

    demonstrated experience living and working in the Pacific region, and professional contacts across the region. The ideal candidate brings insight into how current trends in education may impact the field and how different cultures require different approaches to be effective. McREL aims to be a thought leader for cultural sensitivity in education in the Pacific islands.

     

    This position requires up to 50% travel.

     

    ROLE EXPECTATIONS:

     

    • Develop relationships with key stakeholders in education in the Pacific Islands and help manage deliverables on existing programs.
    • Conceptualize the design of solutions – listening keenly to stakeholders’ needs and incorporating the cultural understanding necessary to effectively support local education.
    • Craft proposals, utilize intellectual leadership in identifying, developing, and building new strands of research, innovation, service, and product development across the region.
    • Lead proposal efforts in response to RFPs or grant opportunities.
    • Provide technical expertise in areas of interest to develop new initiatives relevant to the region. The Deputy may publish, lead proposals for grants and contracts, and serve as the lead on projects.
    • Perform a pivotal role in operational support -- in the day-to-day management of deliverables, including managing staff and subcontractors. The Deputy may support staff professional learning, including mentoring staff.
    • Liaise with the IES to ensure compliance and approval of deliverables, including budgets and general process improvement of the REL.
    • Identify and build relationships and collaborations which strengthen existing work and/ or support entry into new strands of work.
    • Keep current on trends in the education landscape.
    • Lead resource development efforts, including establishing strategic partnerships and writing proposals.

     

     

    BASIC QUALIFICATIONS:

     

    • Masters’ degree or equivalent in social science, statistics, education, or related field; Doctorate preferred.
    • At least five years of relevant work experience in K–12 education as a teacher, administrator, or leader of professional learning projects for teachers or principals.
    • At least five years of relevant work experience leading or managing federal grants, contracts and/or research studies.

     

     

    SKILLS & KNOWLEDGE REQUIREMENTS:

     

    • Demonstrated strong research skills and understanding of both quantitative and qualitative methodologies, methods, and associated analyses.
    • Ability to translate research into practice and create and sustain research-practitioner partnerships with technical assistance.
    • Excellent writing and communications skills for designing solutions, crafting grants and proposals, and reviewing staff reports.
    • Strength in guiding, motivating, and managing project teams involved in research and applied practice/consulting work.
    • Interest in diverse cultures and/or populations and deep understanding of relevant issues in education to understand how culture impacts education systems and practice.
    • Experience managing large and complex contracts and serving as liaison to stakeholders and internal staff.

     

     

     PREFERRED SKILLS:     

     

    • Knowledge of Pacific region languages, cultures, and traditional practices. Strong relationships with other educators and educational institutions across the region.
    • Willingness to increase knowledge of education, Pacific region languages and cultures, business processes, and effective leadership practices.
    • Functional language skills in one or more of the local languages of the Pacific region.
