The North Central Texas Council of Governments (NCTCOG) Transportation Department is seeking an entry- or mid-level Transportation Planner to support the implementation of transportation projects, programs, and policies that help reduce congestion and improve the operation of the transportation system. At NCTCOG, you will be part of an innovative and award-winning Metropolitan Planning Organization (MPO) that serves the fourth largest metropolitan area in the United States. This team facilitates, coordinates, and manages the review, recommendation, and implementation of congestion reducing projects within the Dallas-Fort Worth area. Tasks will generally include technical and/or public administrative support for projects and programs. Problem-solving and critical-thinking skills are essential to this position.     Due to the pandemic, the North Central Texas Council of Governments is currently permitting employees to work a hybrid schedule that consists of the equivalent of a minimum of three days per week in the NCTCOG offices in Arlington, Texas, and two days remotely from home within the Dallas-Fort Worth Region. 

    RESPONSIBILITIES MAY INCLUDE, BUT ARE NOT LIMITED TO, THE FOLLOWING: 

    • Developing, maintaining, and utilizing tabular and geospatial databases in Microsoft Excel, ESRI ArcGIS, and other advanced programs
    • Developing, tracking, and reporting regional performance measures and goals associated with congestion management and system operations
    • Coordinating, planning, and attending meetings and events with partner agencies in the region and state regarding implementation of congestion reduction and system operations programs and projects
    • Overseeing consultant and partner coordination
    • Participating in the management of innovative projects
    • Assisting with the development of the regional document that evaluates the transportation system and identifies congestion reducing projects and programs
    • Programming and monitoring congestion reduction and system operations programs and projects related to initiatives identified in the regional planning and programming documents
    • Responding to inquiries received from elected officials, local governments, and the public, as directed by supervisor
    • Supporting the department and committees by scheduling regular/cyclical meetings, developing agendas, and preparing handouts
    • Drafting correspondence, documentation, and reports for numerous audiences, including federal and State transportation partners, local governments, elected officials, and the public
    • Drafting, preparing, and delivering oral presentations to staff and committee members

    Required Skills

    • Ability to effectively coordinate and communicate with other team members and external partners
    • Must possess strong analytical and critical reasoning skills
    • Must possess strong proofreading and editing skills, performing quality control on all work
    • Must be proficient at collecting, sorting, and compiling data for analysis
    • Must be proficient in MS Excel and understand how to efficiently manipulate tables and charts
    • Must be proficient in the use of MS Word and MS PowerPoint
    • Must be proficient in ESRI GIS software products
    • Must be able to meet deadlines by working quickly without diminishing quality of work
    • Must be able to write letters, memos, and email correspondence, as well as professional reports
    • Must be flexible with the ability to multi-task
    • Must be able to effectively handle special assignments outside of daily tasks
    • Must be able to accept new techniques and procedures quickly and integrate them into daily job functions

    Required Experience

    • Bachelor’s degree in analytical, quantitative methods
    • At least one year of job-related experience

     

    FLSA: Exempt

    SALARY 

    Minimum of $45,875.00 – $55,050.00 annually 

    The North Central Texas Council of Governments (NCTCOG) is a voluntary association of, by and for local governments, and was established to assist local governments in planning for common needs, cooperating for mutual benefit, and coordinating for sound regional development. NCTCOG's purpose is to strengthen both the individual and collective power of local governments and to help them recognize regional opportunities, eliminate unnecessary duplication, and make joint decisions. Since 1974, NCTCOG has served as the Metropolitan Planning Organization for transportation in the Dallas-Fort Worth Metropolitan Area and is responsible for developing transportation plans and programs that address the complex needs of the rapidly growing area. The planning area for transportation includes the 12 counties of Collin, Dallas, Denton, Ellis, Hood, Hunt, Johnson, Kaufman, Parker, Rockwall, Tarrant, and Wise. NCTCOG also serves as a designated recipient for Federal Transit Administration funds.
