    POSITION SUMMARY:

    The Learning & Development Manager will drive work direction and collaborate with leaders to design, implement, and facilitate training, development, and job aid resources for all professional departments and employees across the company.  The primary responsibilities will focus on processes, systems, and tools to drive business objectives and increase employee retention, satisfaction, and engagement for organizational excellence.

     

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    • Responsible for driving and further developing the development pillar in Roeslein’s Talent Development Program across all global entities.
    • Design and develop comprehensive, unique learning solutions from start to completion; create specific training content aligned with training best practices.
    • Drive the identification and implementation of a Learning Management System (LMS).
    • Build and maintain an internal network of subject matter experts (SMEs) to effectively identify key business challenges and develop an appropriate approach to improve learning effectiveness, support key roles, and address business needs.
    • Design learning programs using a variety of techniques and tools to ensure team members consume information in the way that best supports their learning needs
    • Drive solutions that focus on increasing core skills, capabilities, and proficiency in field-specific roles.
    • Enhance the learner experience by looking for new ways to integrate learning into the workflow, increase learning consumption, and satisfy learning needs.
    • Support the implementation and development of existing Leadership and Management Development solutions and processes to increase overall bench strength and capabilities.
    • Act as a learning consultant and trusted advisor.
    • Research and test various learning technologies and solutions to improve learning engagement, retention, and behavior change.
    • Develop and formalize processes to gather learning data, analyze and communicate training effectiveness, and impact.
    • Stay abreast of learning trends in the industry and apply appropriate upgrades to existing and or dated training programs/materials
    • Collaborate and work closely with the Quality Management department’s technical training focus and efforts.
    • Travel domestically up to 10% of the time.
    • Maintain compliance with federal and state regulations concerning employment.
    • Develop and maintain relationships with employees at all locations.
    • Conduct activities in a safe and healthy manner and work per established safety and company requirements.

    WORK ENVIRONMENT:

    Work is performed in an office and uncontrolled atmosphere.  Exposure to harsh conditions—such as:  dust, fumes, chemicals, hazardous materials, noise, and varying weather and temperatures—for short periods of time is possible.  All employees are required to follow safety standards and wear all personal protective equipment in designated areas. 

     

    PHYSICAL DEMANDS:

    The physical demands described here represent those that an employee must meet to perform the essential functions of this job successfully.   While performing the duties of this position, the employee is regularly required to walk, stand, use hands and fingers, grip, handle or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch or crawl; and talk and hear.  The ability to lift and carry 10 lbs. regularly is required. 

     

    KNOWLEDGE / SKILL / ABILITY / EDUCATION / EXPERIENCE:

    • Bachelor’s degree in Business Administration, Human Resources, or related field required.
    • At least five (5) years of experience working in a Learning and Development, Training, or related role focused on design and development required.
    • At least two (2) years of experience developing training and business solutions from the ground up (including but not limited to research, solution analysis, selection, solution design and development, and implementation) in a business environment is preferred.
    • Technical aptitude and demonstrated experience leveraging and implementing learning technologies and tools that integrate with and support learning activities (such as LMS, TMS, online developmental tools, and key Microsoft Office tools) required.
    • Experience demonstrating the effectiveness of learning solutions through measurement, analysis, and reporting required.
    • Design and development of instructional materials in a variety of media required.
    • High speed and energy, ambitious, and results-oriented; commitment to a culture of performance and excellence is required.
    • Ability to communicate in Spanish, both oral and written, is preferred.
    • Must be flexible in delivering training in various formats: classroom, virtual, on-the-job, synchronous, asynchronous, etc.
    • Excellent communication skills, both oral and written, are required.

    • Excellent organization and planning skills.
    • Ability to effectively learn and acquire new knowledge and skills.
    • Computer skills and in-depth knowledge of Microsoft Windows-based programs are required.

  • Qualifications
    • Oversee supervisors total construction effort to ensure project is executed in accordance with design, budget and schedule. Includes interfacing with super or foreman, trades, project manager, client representatives, A/E representatives and other contractors in a professional manner as necessary. Primary communication is with VP of Operations, Project Executives and Superintendent.
    • Ensure strong, consistent communication between field and office staff within the department.
    • Establish a rapport with field superintendents, foremen and management teams. Support field superintendents and foremen in their positions by exhibiting strong leadership in recruiting, training, mentoring, motivating. Primary measure is through increased field productivity and efficiency and increased harmony in the field. 
    • Oversee the planning, coordination and supervision of on-site functions (engineering, scheduling and coordination of material deliveries, subcontractors, equipment and manpower requirements).
    • Ensure designated jobs are consistently aware of budget and cost. Progress measured through performance of superintendent at monthly cost meetings.
    • Ensure superintendent or foreman is planning for self-performed work and anticipating equipment and manpower needs. Requests to go through the administration. For scheduling (Operations Assistant).
    • Assist in subcontractor related problems and communicate issues and concerns with project management department through project executive.
    • Assist in scheduling of any field engineering needs.
    • Oversee the operational efficiency of Consigli’s self-performed work. Efficiencies and areas for improvement measured through labor production report.
    • Ensure updated job schedule and sub-schedules posted as required. Increase schedule awareness. Measured by reviewing the target data vs. actual data of substantial completion as well as through executive field visits.
    • Oversee planning, direction of company quality functions and activities as established by Consigli Construction Co., Inc. and Owner.
    • Provide a quality control audit on all jobs once per month to increase consistency and accountability of paper flow. Coordinate with accounting department to ensure no flow problems. Audits to be turned in once monthly to be reviewed by VP of Field Operations. 
    • Ensure that the superintendent or foreman is scheduling and conducting weekly subcontractor meetings and recording minutes on designated projects. To be reviewed by project executive.
    • Administrative project safety program to maintain a safe and healthy work environment in compliance with corporate safety plan, regulations by owner, state, and OSHA.  Maintain jobsite safety, conduct safety meetings on a regular basis, maintain logs, and supervise safety with subcontractors.  In the absence of another specifically designated person, the Field Superintendent is the “competent person” as defined by OSHA. Provide safety audit on all jobs once per month.  Measured through success of safety plan and incidence rate.
    • Provide technical assistance, interpret drawings, and develop construction methods consistent with contract documents, budget and schedule on designated jobs.  Participate in purchasing and scheduling commitments with superintendent or project manager as necessary. Assist project in developing and implementing project procedures, and standards. Be a catalyst for project executives and management for strong, efficient, timely decision-making to ensure procurement, submittal, or other project management functions do not impede project flow.
    • Ensure that superintendent is maintaining a complete set of up-to-date drawings and shop drawing files. Record and maintain “as built drawings”.
    • Assist in improved close out procedures by ensuring RCL is utilized and other close out procedures are followed.  Measured through chart of days from substantial completion to close out. 
    • Improve rental/return/small tools cost.  Measured through cost/volume at year end.
    • Review and initiate procedures and control for jobsite security and housekeeping and monitor on a regular basis.
