POSITION SUMMARY
GGES Management Group is seeking an exceptional Federal Project Executive to lead the execution of a firm-fixed-price design-build contract with the Centers for Disease Control and Prevention to replace the Vivarium Lighting Control System in a Federal Facility in Atlanta, Georgia.
The Federal Project Executive carries full accountability for scope, schedule, budget, and the quality of the government client relationship from NTP through final acceptance and closeout. You will serve simultaneously as the project’s Safety Officer, the primary interface with the CDC Contracting Officer Representative, and the internal accountability anchor for every deliverable on this contract.

PRIMARY RESPONSIBILITIES
Client Relationship Management
• Serve as the single point of contact for the Contracting Officer Representative (COR)
• Maintain proactive, consistent communication with the COR
• Navigate the unique sensitivities of an active biomedical research environment with professionalism and discretion
• Attend all government-required meetings; prepare and distribute minutes within 48 hours
• Identify opportunities to deepen the relationship with client beyond the current contract scope — position GGES for future federal work
• Represent GGES with the authority, credibility, and character of a trusted federal contractor
Project Delivery — Scope, Schedule & Budget
• Own the project schedule from NTP to closeout — track, update, and recover it as conditions change
• Maintain the master budget; review bi-weekly Cost-to-Complete with the Financial Controller and flag variances immediately
• Manage all scope changes through proper FAR channels — identify REA opportunities and prepare change order documentation
• Oversee the Designer of Record coordination through Pre-Final and Final submittal phases
• Manage the field installation subcontractor and all specialty vendors including Legrand manufacturer representatives
• Coordinate 12 Legrand programming site visits — schedule, escort, document, and verify each trip
• Lead BACnet/BAS integration coordination with CDC facilities staff
Documentation & Federal Compliance
• Maintain a complete, organized, and audit-ready project file at all times
• Prepare and submit all required deliverables: schedules, RFIs, submittals, transmittals, meeting minutes, daily reports, as-built markups
• Oversee Davis-Bacon compliance in coordination with the Financial Controller — understand certified payroll requirements and ensure subcontractor adherence
• Manage IPP invoice preparation in coordination with the Financial Controller and project admin
• Lead the closeout process: as-built drawings, 8-hour training session, 5-copy closeout package, warranty and O&M documentation
Safety Officer Function
• Conduct and document daily pre-shift safety briefings for all personnel on site
• Enforce LOTO (Lockout/Tagout) and arc flash protocols on all electrical work without exception
• Coordinate all Service Interruption Requests (SIRs) with facilities staff
• Manage all off-hours critical work — notify, coordinate, and supervise
• Investigate and report any incidents within 24 hours; maintain OSHA logs and records
REQUIRED QUALIFICATIONS
Experience
• Minimum 7 years of construction project management experience, with at least 4 years as a prime contractor on federal projects
• Demonstrated experience managing federal design-build contracts — Pre-Final and Final submittal process, design coordination, government approval workflows
• Direct experience managing the federal COR relationship — not as a subcontractor, but as the prime contractor accountable to the government
• Experience with specialty electrical and/or lighting controls systems on federal or institutional projects
• Demonstrated experience managing BAS/BACnet integration or comparable building controls systems
• Experience managing multiple subcontractors and specialty vendor/manufacturer representatives simultaneously
• Familiarity with Davis-Bacon Act requirements and certified payroll compliance on federal contracts
Certifications — Required
• OSHA 30-Hour Construction — required within 30 days of hire (company will provide training)
• NFPA 70E Arc Flash Safety — required within 30 days of hire (company will provide training)
Certifications — Strongly Preferred
• PMP (Project Management Professional) or equivalent federal project management credential
• LEED AP or familiarity with sustainable building systems
• 30-hour HHS/NIH/CDC contractor security and compliance training — or willingness to complete
Knowledge
• Federal Acquisition Regulation (FAR) — practical working knowledge of contract modifications, change orders, and REA procedures
• Invoice Processing Platform (IPP) — federal government payment system
• SpecsIntact and CSI MasterFormat specifications as applied to electrical construction
• Construction scheduling software (Primavera P6, Microsoft Project, or equivalent)
• Legrand Wattstopper / Vive lighting control systems, or comparable digital lighting controls platform — a significant plus
