Butterfly Staffing is seeking a Construction Project Manager for our client in Virginia Beach to direct multiple Site Superintendents and be accountable for scope, schedule, budget, quality, and safety. Responsibilities include proposals/estimating, value engineering, finalizing and awarding subcontracts and purchase orders, managing subs/vendors, and delivering projects to spec on time and within budget.
Responsibilities:
- Stay current on commercial/federal construction standards and practices.
- Define scope and plan the work: resources, standards, protocols, staffing, and schedule. Coordinate your team and subs.
- Meets construction budget by monitoring project expenditures; identifying variances; implementing corrective actions; providing non-project annual operating and capital budget information. Run subcontractor procurement: scope, solicit, level, award, and manage performance.
- Own change management (change proposals, PRs, RFIs, ASIs, CCDs) and all related contract paperwork.
- Send clear monthly reports: work completed, 4-week look-ahead, changes from last update, CO log, and client issues/scope changes.
- Keep projects compliant with codes, permits, and inspections to avoid fines or delays.
- Set the tone on safety and quality (OSHA/EM 385); enforce company and site plans.
- Inspect key milestones and secure client signoffs.
- Review and approve pay applications and progress billings.
- Represent the client in meetings with owners, designers, and other stakeholders.
Qualifications:
- 5–10+ years as a Construction PM in commercial and/or federal GC work.
- Hands-on experience with proposals/estimating, value engineering, sub/vendor management, scheduling, and cost control.
- Comfortable with contract documents (plans/specs, submittals, RFIs, COs, pay apps) and construction admin.
- Working knowledge of codes/standards; strong safety mindset (OSHA 30 required or within 60 days).
- MS Project or P6, Excel, and common PM platforms; solid written reporting.
- Able to lead and coach Site Supers and multi-trade teams; confident client-facing presence.
- Valid driver’s license required to access secure facilities (background/drug screen as required).
- Ability to lead and coach Site Superintendents and multi-trade teams; strong client-facing presence.
Additional experience a plus:
- Experience with federal/military work (UFC/FAR familiarity, USACE processes).
- USACE QCM, SSHO, LEED, PMP, or DBIA credentials.
- Degree in Construction Management, Engineering, or related (or equivalent experience).
