Position Summary: The Construction Surveillance Technician (CST) supports secure construction projects by providing continuous on-site surveillance to ensure compliance with all applicable security requirements and Construction Security Plans. The CST monitors construction activities, inspects materials and personnel, and documents all work performed to maintain strict adherence to Intelligence Community and Department of Defense standards. This position is critical to preventing security compromises during Sensitive Compartmented Information Facility construction. The CST directly contributes to the successful accreditation of secure facilities supporting national security missions.
Duties and Responsibilities:
• Monitor the activities of all construction workers and personnel inside the Secure Construction Site at all times and ensure work is accomplished in accordance with the Construction Security Plan (CSP).
• At the conclusion of each workday, provide a daily report to the government which documents construction activities occurring that day for security items to include activities such as but not limited to:
o Construction Material Deliveries into the Secure Construction Site;
o Installation of security frames/man bars in Heating, Ventilation and Air Conditioning (HVAC) ducts or other openings;
o acoustical countermeasures;
o TEMPEST signal countermeasures, drywall layers, walls painted above and below false floor/ceiling, all penetrations, and other construction requirements.
o Details shall include date, time, location, work being performed and accompanying photos as required for certification documentation in accordance with Navy/DoD governing regulations (i.e., ICD/ICS and additional requirements).
• By close of business of each Monday provide a written summary of the previous week's work performed along with photo documentation as required in the Construction Security Plan (CSP).
• Document all security violations or deviations from the CSP that occur on the Secure Construction, notify the Site Security Manager (SSM) immediately, and annotate the incident in the daily and weekly reports. Detailed descriptions shall include date, time, person(s) involved, description of incident and accompanying photos (if applicable). (See Documentation section below)
• Ensure procedures to control site access are implemented.
• Implement procedures to deny unauthorized site access.
• Conduct security inspections of construction materials delivered, finished and unfinished construction work, personnel, and construction worker personal items such as bags, lunch boxes, and associated items. Security inspections may be visual inspections or may require the use of specialized equipment such as X-ray equipment, spectrum analyzers, or other equipment. All material inspections will be done at the direction of the Special Security Officer (SSO) or SSM and documented in the daily report of the day the inspection was performed.
• Identify and document anomalies and variances in finished construction work against the official project construction plans. Details shall include date and time of discovery, description of anomaly, location, and accompanying photos. (See documentation below)
• Carry out opening and closing procedures of the Secure Construction Site each day as directed by the SSO or SSM.
Required Skills and Abilities:
• Possess current, active US TOP SECRET security clearance with SCI eligibility.
• Possess at least five (5) years of construction experience. Security experience may supplement up to two (2) years of construction experience if the security experience is directly related to DoD SCIF construction or physical security.
• Possess High School diploma or equivalent (GED).
• Possess a valid certificate for the successful completion of a Forty (40) Hour or greater CST training course.
• Must be able to stand, sit, bend, walk, kneel, and other related physical activities for long periods of time.
• Possess working knowledge of the ICD/ICS-705 Tech Specs (version 26 July 2021) as demonstrated by experience gained from working on multiple ICD-705 projects.

• Ability to work in indoor and outdoor construction environments
• Ability to operate in environments with dust, noise, and heavy equipment
• Ability to wear required personal protective equipment (PPE) such as hard hats, boots, and eye protection

While performing the duties of this position, the employee is regularly required to talk, listen, and write. The employee frequently is required to use foot/ankle motions, hands or fingers, handle or feel objects, tools, or controls. The employee is required to stand, walk, sit; and reach with hands and arms. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this position include close vision, distance vision, and the ability to adjust focus. The noise level in the work environment is usually moderate.
