    Consultant – Rate Case Strategy & Regulatory Affairs

    Location: St. Louis, MO; travel as needed

    Summary

    This role supports electric utilities in developing strong, defensible regulatory filings by leading rate case preparation, cost-of-service analysis, and rate design. The Consultant translates complex engineering, financial, and operational data into clear regulatory arguments, prepares testimony and discovery responses, and may serve as a subject-matter expert in commission proceedings. Working closely with utility leaders, legal teams, engineers, and financial staff, this position also contributes to broader regulatory strategy, including IRPs and resource planning. Strong analytical skills, clear communication, and the ability to manage multiple regulatory projects are essential.

    Job Function

    • Lead or support the development of cost-of-service studies, revenue requirements, and rate design proposals.
    • Build regulatory models, financial analyses, load forecasts, and rate impact summaries.
    • Draft testimony, discovery responses, exhibits, and witness materials consistent with state commission requirements.
    • Translate engineering, financial, and operational data into rate case arguments that regulators can understand.
    • Serve as a subject-matter expert in rate case proceedings.
    • Testify before regulatory bodies and public boards.
    • Help clients prepare for hearings, cross-examination, and settlement discussions.
    • Participate in stakeholder sessions and public meetings to explain project impacts or rate design changes.
    • Work with client leadership, legal teams, engineers, and financial staff to build aligned regulatory strategies.
    • Provide economic, financial, and operational analysis to strengthen regulatory filings.
    • Support or lead integrated resource planning (IRP), power supply planning, and wholesale market assessments.
    • Manage regulatory timelines, deliverables, and communications across multiple internal and external teams.
    • Develop long-term relationships with utility executives, commissioners, board members, and key stakeholders.
    • Present complex information in a clear and accessible way for technical and non-technical audiences.
    • Facilitate workshops, stakeholder processes, and collaborative planning efforts.

    Education and Experience

    • Bachelor's degree in engineering, finance, economics, accounting, or a related field.
    • Advanced training or certifications in rate design, cost-of-service, power markets, or utility planning are a plus.
    • Hands-on experience preparing rate cases, cost-of-service studies, or rate design proposals.
    • Familiarity with state commission processes, evidentiary standards, discovery, and settlement negotiations.
    • Background in power supply planning, transmission or distribution planning, or wholesale market analysis.
    • Ability to build and defend regulatory models with clarity and confidence.
    • Prior experience testifying or supporting witnesses in rate cases, siting cases, planning dockets, or market-design proceedings.
    • Comfortable presenting to regulators, public boards, or stakeholder groups.
    • Strong problem-solving, financial analysis, risk assessment, and economic evaluation skills.
    • Ability to translate engineering and operational data into regulatory arguments that stand up to cross-examination.
    • Experience collaborating with engineering, accounting, operations, legal, and executive leaders.
    • Proven ability to manage multiple regulatory or planning projects simultaneously.
    • Skilled at building consensus across utility, regulatory, and stakeholder groups.
    • Excellent writing, drafting, and communication abilities.
    • Experience with electric utilities, public power, cooperatives, RTO/ISO markets, transmission planning, IRP, or power supply.
    • Exposure to rate design, retail rate structures, cost-allocation methods, and tariff development.
    • PMP certification or strong project management experience (a plus but not required).
    • Training or coursework in cost-of-service, rate design, utility finance, or regulatory policy.
