    Location: Article 31 Mental Health Clinic – New York Schedule: Minimal monthly hours + Incident Report Committee chair every 45 days Reports To: Clinic Director

    Harlem Family Services (HFS) is a non-profit, NYS licensed Article 31 community mental health clinic located in Harlem, NY. We provide innovative, low cost, high-quality psychotherapy and psychopharmacology services to children, adults and families. Our staff is community minded, patient, creative, flexible, compassionate, and culturally sensitive to persons who are diagnosed with a mental illness. HFS offers Psychiatrists, the opportunity to join a multi-disciplinary team to provide culturally competent services that are individualized to client needs and reflect the integration of race, ethnicity, culture, primary language, immigration status, developmental status, criminal justice status, sexuality, age, and gender.

    🩺 Position Summary

    The Consulting Psychiatrist serves as a strategic clinical advisor, providing psychiatric expertise to support high-quality care, risk management, and regulatory compliance. This part-time role includes chairing the Incident Report Committee every 45 days, reviewing sentinel events, and guiding multidisciplinary teams in incident analysis and corrective action planning. Ideal for a seasoned psychiatrist seeking a low-hour, mission-driven engagement in a collaborative outpatient setting.

    🔍 Key Responsibilities

    Clinical Consultation

    Provide psychiatric input on complex cases, diagnostic clarification, and psychopharmacology

    Support clinicians in managing high-risk or treatment-resistant clients

    Offer guidance on treatment planning and clinical documentation standards

    Incident Oversight

    Chair the Incident Report Committee meeting every 45 days

    Review Level II and Level III incidents per NYS Justice Center and OMH guidelines

    Facilitate root cause analysis and multidisciplinary discussion

    Recommend corrective actions, staff training, and policy updates

    Ensure incident documentation meets regulatory standards

    Compliance & Quality Assurance

    Collaborate with Clinic Director and Compliance Officer on risk trends

    Support OMH audit readiness and incident follow-up protocols

    Advise on clinical policies related to safety, supervision, and psychiatric care

    ✅ Qualifications

    MD or DO with board certification in Psychiatry

    Active New York State medical license

    Minimum 5 years of experience in outpatient or community mental health

    Familiarity with Article 31 regulations, OMH standards, and Justice Center protocols

    Strong communication and leadership skills

    Experience in incident review, risk management, or QA preferred

    · Basic computer skills and experience using and navigating electronic health record (EHR), e-prescribing platforms, and use of HIPAA compliant video platforms

    💼 Compensation & Commitment

    Hourly or stipend-based compensation

    Flexible schedule with remote availability for consultations

    Required attendance (virtual or in-person) at Incident Report Committee meetings every 45 days
