Contract Specialist – National Park Service (NPS)
Remote | Full-Time
Cornerstone Signals & Cyber Technologies LLC (Cornerstone) will seek highly skilled Contract Specialists to support the National Park Service (NPS) with full-lifecycle federal acquisition and contract administration. These positions will operate in a professional, fully remote environment and require the ability to manage complex acquisition actions with precision, independence, and strong communication. Applicants must maintain a private, professional home office / work area with reliable high-speed internet and the ability to support frequent video calls.
Clearance / Access Requirements
Ability to obtain a federal Personal Identity Verification (PIV) credential.
Must pass all required federal background checks.
Must complete mandatory annual IT security training.
Responsibilities
Acquisition Planning & Market Research
Conduct market research and support acquisition planning activities.
Assist with determining contract type, set-aside strategies, and solicitation pathways.
Prepare pre-solicitation documentation and required announcement materials.
Solicitation Development
Prepare and issue Requests for Quotes (RFQs), Requests for Proposals (RFPs), Invitations for Bid (IFBs), and amendments.
Coordinate with government project teams to respond to industry questions.
Review and document vendor submissions for responsiveness.
Evaluation & Source Selection Support
Assist technical evaluation teams with documentation and coordination.
Support source selection processes, including best-value tradeoffs when applicable.
Conduct cost and price analysis and prepare negotiation documentation.
Participate in negotiations as required and document outcomes.
Award & Post-Award Administration
Prepare complete award packages for Contracting Officer review and signature.
Draft and issue official correspondence, track deliverables, and maintain electronic contract files.
Resolve invoice or payment issues in coordination with project and financial staff.
Review contractor payroll documentation against applicable wage requirements.
Process contract modifications, evaluate proposals, prepare supporting documents, and route for approval.
Complete all actions required for contract closeouts.
System Use & Reporting
Enter, review, and update acquisition and financial data in federal procurement and financial systems.
Generate reports to support workload tracking, obligation monitoring, small business data, and other acquisition metrics.
Coordination & Communication
Participate in recurring virtual meetings with contracting officers, program personnel, and internal teams.
Maintain professional, timely communication and follow established non-personal services boundaries.
Qualifications
Education
One of the following:
Bachelor’s degree in any field, or
At least 20 years of contracting/acquisition experience, or
24 semester hours in business-related coursework and federal contracting certification (FAC-C Professional or DAWIA equivalent).
Experience
Minimum 5 years federal contracting experience.
Minimum 5 years construction contracting experience.
Minimum 3 years architect-engineer (A-E) contracting experience.
Strong working knowledge of the Federal Acquisition Regulation (FAR) and federal procurement processes.
Technical Skills
Experience with federal procurement and financial management systems.
Ability to prepare high-quality acquisition documents, analysis, and correspondence with minimal revision.
Strong attention to detail, organizational discipline, and documentation accuracy.
Work Requirements
Ability to work core hours aligned to Mountain Time.
Must maintain a professional, interruption-free workspace suitable for sensitive acquisition work.
Must be able to set up and maintain home office equipment, including computers, monitors, and peripherals.
