    CONTRACT BACKGROUND: 

    The Bureau of Global Public Affairs (GPA) has an immediate need for Subject Matter Experts (SME) to provide support for sustainment training in support of the Contact Relationship Management (CRM) platform in GPA's Office of CRM. These efforts include designing, delivering and evaluating online/virtual and in-person training modules across platforms used by the Bureau, customized by strategic outcomes and policy priorities as set by the Office. 

    The Department of State's vision is to provide our global workforce with a centralized contact relationship and engagement platform (CRM).  CRM enables our workforce to understand the depth and breadth of our relationships by tracking important interactions, and more strategically identifying and engaging target audiences. Having this type of central knowledge base is especially critical at the State Department, whose Foreign Service officers frequently rotate overseas assignments, taking valuable institutional knowledge with them. Most importantly, CRM delivers better service to our audiences and constituents and more effective interactions with our diplomatic partners.  

    To be successful, CRM must continue to serve as a secure, federally compliant, and mobile-enabled platform.  

    Finally, it is an objective of the Department of State and GPA to increase workforce diversity, as well as cultivate and actively encourage a thriving culture of diversity, equity, inclusivity, and mutual respect.  The vendor is encouraged to support these aims through its proposed candidates for contract positions.  Both GPA and the vendor will mutually benefit when their cultures and values align.

    Specific Requirements:

    The duties and responsibilities to be performed by the above labor categories include, but are not limited to, the following:

    - Demonstrate ability to interact and cooperate professionally with all Department employees and vendors.

    - Build trust, value others, communicate effectively, drive execution, foster innovation, focus on the customer, collaborate with others, solve problems creatively and demonstrate high integrity.

    - Maintain professional internal and external relationships that foster core values.

    - Proactively establish and maintain effective working team relationships with all support departments.

    - Must maintain a neutral stance concerning any political or diplomatic topics.

    - Maintain composure under the stresses of multiple simultaneous tasks often from high officials.

    - Handle all directives with candor and professionalism on the phone and in person.

    - Update virtual lessons, learning materials, and lesson plans at least every two months to reflect system changes.

    - Trainee satisfaction is at least 80 percent Satisfied or Very Satisfied according to a monthly average based on response to a mutually agreed-upon survey by the Government and the vendor.

    TRAINING SPECIALIST–  MRPT CLEARANCE

    • Manage the intake of help desk ticket requests for sustainment training, as requested from end users. Schedules should be shared with the government for review on a monthly basis.
    • Conduct regular sustainment training of CRM users who need training outside of regular deployment, both remotely and via scheduled in-person workshops. 
    • Draft and maintain the learning modules, conduct the platform administration, and provide metrics on platform use.
    • Develop and maintain an on-demand learning management system to enable self-paced learning for end users. 
    • Coordinate with the Senior Program Manager to co-lead interactive and hands-on modules whether training is delivered in-person or via online platforms.
    • Assist with communications and marketing at appropriate levels for assigned trainings. 
    • Ability to obtain and maintain a suitable security clearance and DoS badge; ideal candidates will already possess a Secret-level clearance or higher.
    • Some OCONUS travel is required. Infrequent CONUS travel may be required.
    • Experience managing the implementation of complex projects (though need not possess formal project management credentials, e.g., PMP certification).
    • Experience in designing, delivering, and measuring adult learning modules built to achieve specific learning objectives. 
    • Experience in customizing and tailoring adult learning modules to focus on strategic uses of certain tools and resources to achieve specific policy related objectives. 
    • Proficiency in the use of file-sharing, word processing software, spreadsheets, databases, and other digital project management tools
    • Knowledge of strategic planning frameworks for determining specific digital engagement tools to use to achieve certain, assigned objectives. 
    • Stays abreast of emerging trends and tools via participation in communities of practice, professional associations, etc.
    • Working knowledge of the Department conferencing systems—Zoom, Microsoft Teams, WebEx, etc.).
    • Ability to work within a team structure, collaborating closely with colleagues and operating interdependently to achieve assigned tasks. 
    • High level of proficiency in written and oral communications
    • Excellent analytical and problem-solving skills.
    • Excellent time management skills.
    • Excellent presentation and collaboration skills. 
    • Ability to bridge cultural and language barriers while working with clients for whom English may be a second language.
    • Ability to adopt and adhere to Department standards on effective and measurable capacity building modules.
    • Preferred: University degree (BA or BS) in communications, public relations, education, language, marketing, public diplomacy, international relations, psychology, sociology, digital publishing, website development or related fields
    • Preferred: Experience with Salesforce for government platforms 
    • Preferred: Proficiency in the use of digital engagement tools (e.g., collaboration platforms—WordPress, Drupal, email optimization, digital marketing and outreach, social media, learning management systems— (Rise, User Experience tools—Google Analytics, Design Software—Photoshop, InDesign, Illustrator) for public engagement purposes
