    Description:

    CRG is seeking a full-time Senior Program Officer to support to the Bureau of Democracy, Human Rights, and Labor's Office of Global Programs (DRL/GP) at the U.S. Department of State.

    Preference will be given to applicants who have expertise on human rights, LGBTQI+ communities, civil society, and diversity and inclusion, and experience with building public-private partnerships grounded in rights based frameworks.

    The Senior Program Officer will be responsible for strategically supporting portfolios while prioritizing and establishing multiple public-private partnerships (PPP) and will establish priorities for cultivating partners over a wide variety of programs. The candidate will be responsible for establishing systematic methods of coordinating internally and externally among partners to develop like-minded priorities with centralized goals and objectives within the framework of each individual PPP. Timely drafting regular reports on the program impact to internal stakeholders and external partners. Strong project execution, and evaluation skills are required; as well as the ability to track funding from private partners, corporations, and foundations.

    The Senior Program Officer should have the ability to support impactful reporting and partnership requirements of foreign governments, including drafting agreements and MOUs that meet the requirements of both the State Department and foreign governments. The candidate will assist with Departmental briefings to DRL leadership and will provide technical assistance to advance the U.S. Government (USG) initiatives working with public and private sectors throughout the federal assistance life-cycle, including pre-award, award, and post-award phases.

    The candidate will be a strategic thinker and strong relationship builder, capable of effectively managing diverse portfolios of prospective and existing partnerships, and skilled at developing and strengthening large strategic partnerships. They will work in close coordination across multiple DRL/GP teams, as well as cross-functionally with other teams.

    Senior Program Officer Duties:

    • Provide strategic guidance on sensitive human rights issues, especially in relation to working with the private sector, and in any relevant engagements with other government donors.

    • Respond to Congressional requests for information regarding programs and partnerships and DRL program objectives. As needed, they will also provide information to the NGO community and other implementing organizations regarding the USG and DRL grants processes.

    • Identify and establish relationships with potential businesses and private-sector entities to form partnerships.

    • In coordination with the team lead, develop strategies and work with the Applied Learning and Evaluation team to develop portfolio specific evaluation indicators as needed. Work with partners to demonstrate impact on grants at both the portfolio level and partnership level.

    • Ensure that all follow up, coordination, and collaboration among partners and stakeholders is continuing.

    • In coordination with the team lead, develop appropriate documentation and materials to effectively make the business case for engaging in public-private partnerships managed by DRL/GP.

    • Work directly with team lead and deputy directors to oversee project funding for assigned portfolios.

    • Stay informed on trends of philanthropic giving trends in the private sector, including corporate, foundations, and high net worth individuals.

    • Manage the process for internal clearances for soliciting gifts; manage the process of developing agreements and memorandum of understanding with private entities that are cleared by the State Department; request and track all gifts funds until they are in appropriate funding portfolios; ensure all gifts are properly documented and acknowledged.

    • Coordinate with offices involved in administration, financial planning, and acquisition of project funding.

    • Skillfully communicate verbally and written to provide briefings, status reviews, and advice upon request to the other DRL program staff and senior personnel on grant issues.

    • Brief senior Bureau officials on development of goals, objectives, and programs for utilization of funding.

    • Remain informed on the changing political environment in the designated portfolio as well as global issues impacting the region by regularly meeting with grantees, human rights defenders, researchers, and other founders.

    • Coordinate with policy colleagues to prepare papers and brief DRL Bureau leadership for meetings on issues related to a specific region or thematic area.

    • Communicate DRL's program objectives to other State Department and U.S government offices involved in programming transfer funding to include regional bureaus, Office of the Legal Advisor, Congressional Liaison office, Office of Management and Budget, and USAID.

    • Prepare responses to auditor inquiries on programs

    • Assist with responding to Congressional requests for information regarding programs and DRL program objectives.

    • Attend stakeholder workshops and conferences on topics related to duties and responsibilities; provide program monitoring and technical assistance to grantees, while supporting the client.

    • Coordinate and assist the DRL/GP Leadership in the administration and coordination of international human rights and democracy programs.

    Qualifications:

    • The candidate must have knowledge of and experience in managing international programming and public-private partnerships in addition to relevant education and training, ideally with a strong understanding of domestic and foreign NGO administration.

    • Understand the legal requirements of different types of foreign assistance funds.

    • Strong knowledge of 2 CFR 200.

    • Must be able to obtain security clearance.

    • Experience working in professional, fast-paced and demanding environments.

    • The ability to manage competing priorities with minimal supervision.

    • Experience leading teams and ability to handle diverse work styles.

    • Bachelor's degree with 12-15 years of experience or a master's degree with 8-10 years of experience or a PhD with 5-7 years of experience.
