Position Title: Procurement Analyst (Construction Acquisition Support) Location: Selfridge Air National Guard Base (ANGB), Michigan – Onsite Clearance Requirement: Ability to obtain and maintain Tier 1 (NACI / Public Trust) Employment Type: Full-Time
Position Overview Cornerstone is seeking a Procurement Analyst to support construction-focused contracting operations at Selfridge ANGB. This position supports cradle-to-grave acquisition activities across pre-award and post-award functions, with emphasis on construction, architectural-engineering (A&E), Sustainment, Restoration, and Modernization (SRM), and Military Construction (MILCON) projects.
The Procurement Analyst operates in support of resource within the contracting office and manages a dynamic workload aligned to Government priorities. The role requires strong attention to detail, the ability to meet strict turnaround timelines, and the capability to independently manage competing acquisition tasks within a structured contracting environment.
Key Responsibilities
Supports acquisition planning, including market research, procurement strategy development, and requirements review
Reviews and refines Performance Work Statements (PWS), Statements of Work (SOW), and Statements of Objectives (SOO) for accuracy, completeness, and compliance
Provides full lifecycle contract support, including pre-award, post-award, contract modifications, and closeout activities
Reviews procurement packages and acquisition documentation to ensure compliance with FAR, DoD, and engineering-related regulations
Assists in the development of evaluation criteria and supports best value acquisition approaches
Performs cost and price analysis and provides recommendations on contracting approaches and acquisition issues
Tracks contractor invoices and ensures timely processing and documentation
Prepares and reviews contract modifications, ensuring accuracy and proper justification
Maintains Procurement Contract Files (PCF) and supports documentation within Procurement Integrated Enterprise Environment (PIEE) or similar systems
Develops and maintains spreadsheets, reports, briefings, and acquisition tracking tools
Supports document formatting, proofreading, and quality control of acquisition packages, often within short turnaround timelines
Assists with contract closeout actions, ensuring completeness and audit readiness
Identifies and elevates complex or sensitive contracting issues to Government leadership
Coordinates directly with Government stakeholders to manage priorities and ensure timely delivery of all required outputs
Required Qualifications
Five plus years demonstrated experience as an 1102 that has supported Government construction acquisition
Strong contract administration experience, including contract formation and lifecycle support
Working knowledge of the Federal Acquisition Regulation (FAR), specifically FAR part 36 and related Federal, State, and DoD procurement regulations
Experience with construction and A&E contracting, including SRM and MILCON projects
Knowledge of contract types, cost/price analysis, and acquisition problem-solving
Ability to manage multiple projects simultaneously and meet strict deadlines
Strong organizational, analytical, and communication skills (written and verbal)
Proficiency in Microsoft Office (Word, Excel, Outlook), including tracking and reporting tools
Preferred Qualifications
Minimum of 5 preferably 10 years experience as a government 1102 Contracting Specialis.
Bachelor’s degree ideally in Business, Acquisition, or a related field is acceptable.
Experience supporting both pre-award and post-award acquisition functions
Familiarity with PIEE, PCF, or similar Government procurement systems
Experience with ACWS or comparable acquisition workflow tools
DAWIA Certification (Foundational / Level I or higher)
Work Environment
Fully onsite position at Selfridge ANGB, Michigan
Standard 8-hour workday scheduled within Government operating hours (Monday–Friday)
Fast-paced contracting environment with fluctuating workload demands
Position requires the ability to manage workload independently within the capacity of a single full-time resource
Compliance & Training Requirements
Completes all required Government training, including Cyber Awareness, OPSEC, Counterintelligence Awareness, CUI, and related compliance training
Adheres to installation access requirements and CAC accountability procedures
Complies with OSHA and workplace safety requirements, including use of required personal protective equipment (PPE) when applicable
