Position Summary
The Contracts & Billing Specialist works directly under the Contract Manager and is responsible for the accurate processing, documentation, tracking, and billing of utility construction work. This position plays a critical role in ensuring all completed work is properly documented, coded, supported with required backup, and billed in accordance with contract requirements.
This role works closely with Foremen and office staff to collect job information, verify timesheets and materials, track job progress, and ensure invoices are accurate and submitted in a timely manner. Strong attention to detail, contract knowledge, and system proficiency are essential to the success of this position.
Essential Duties and Responsibilities
- Review daily job packets and work tickets to ensure all required documentation is received and complete.
- Distribute job information to Foremen and follow up on missing or unclear details.
- Review and verify daily timesheets for accuracy, including job numbers, addresses, dates, and phases.
- Identify additional billable items such as equipment usage, specialty services, or change work.
- Enter and maintain accurate job information in company systems, including job numbers, notes, billing codes, and completion dates.
- Prepare invoices for unit-based work, materials, equipment, and related services in accordance with contract billing structures.
- Generate pay item reports and reconcile billing components prior to submission.
- Enter approved invoices into required contractor/client systems and track confirmations or reference numbers.
- Review discrepancy reports and work with Foremen to resolve missing or inconsistent information.
- Ensure all required backup documentation (timesheets, reel sheets, material receipts, component codes, etc.) is properly organized and maintained.
- Track job completion status and ensure all costs are captured prior to closing jobs in the system.
- Monitor outstanding invoices and assist with research on unpaid balances as needed.
- Maintain organized physical and digital job folders for audit readiness.
- Assist in preparing required monthly reporting related to job activity and labor tracking.
- Coordinate documentation related to safety or incident reporting when required.
- Study and maintain working knowledge of contract terms, billing codes, and allowable billable items to ensure maximum allowable billing accuracy.
- Assist in training administrative staff on billing procedures and documentation standards when directed by the Contract Manager.
- Perform additional administrative and billing-related duties as assigned by the Contract Manager.
Qualifications
- High school diploma or equivalent required.
- 3–5 years of experience in construction billing, contract administration, or project accounting preferred.
- Experience working in unit-based or task-order contract environments is strongly preferred.
- Proficiency with accounting and project management systems (such as Spectrum or similar software).
- Strong working knowledge of Microsoft Excel.
- Exceptional attention to detail and organizational skills.
- Ability to manage high-volume billing cycles and meet deadlines.
- Strong communication skills and ability to work effectively with field personnel.
