    Controls Manager – Construction Program Management and Owners Rep

    Overview We are seeking a detail-oriented professional to manage financial controls and invoice processing for construction services projects. This role supports project teams by overseeing pay applications, change orders, budgets, and financial compliance while coordinating closely with contractors, architects, and the District finance team.

    Key Responsibilities

    Review and process contractor pay applications, change orders, architect invoices, and vendor invoices prior to District submission.

    Track and maintain construction budgets, projections, and budget transfers; ensure alignment with the District financial system (Frontline).

    Manage and reconcile contingency and allowance expenditures, contractor buyouts, and GMP submissions.

    Maintain detailed tracking of all construction invoices from receipt through payment distribution.

    Process and review PCOs, contingency requests, and pay applications within required timelines using Procore.

    Prepare monthly reports, including pay application and contingency usage summaries for leadership and oversight committees.

    Support project financial closeouts, audits, and open records requests.

    Coordinate with contractors, architects, and internal teams to resolve discrepancies and ensure compliance with contract and CMAR requirements.

    Maintain organized digital records and provide responsive support to vendors and project stakeholders.

    Qualifications

    Bachelor’s degree in Accounting or related field.

    Experience with construction financial controls, pay applications, and change order management.

    Proficiency in Frontline accounting system and Procore/Prolog preferred.

    Strong understanding of construction contract administration and CMAR processes.

    Excellent analytical, organizational, and communication skills.
