    Cornerstone is seeking a qualified Program Manager (PM) to oversee and ensure the proper allocation of funding and adherence to requirements for various aspects, including operations, maintenance, procurement, facility, and manpower, within Headquarters (HQ) 2 Air Force (AF) Technical Training (TT) activities. This role involves managing the $100M TT Temporary Duty-to-School (TTS) Program and collaborating with the United States Space Force (USSF), Air Staff, other US Air Force (USAF) Major Commands (MAJCOMs), and HQs 2AF personnel. This work will be performed at Headquarters AETC on Randolph AFB.

    Key Responsibilities:

    Portfolio Management:

    Lead the management of a $100M portfolio for the TT TTS Program.

    Act as the central point of contact for various offices overseeing TTS requirements, including HAF/A1PT, HQs AETC/FMAM/A3LR, and 2AF/MRTP/A3O.

    Requirement Forecasting:

    Provide requirement/availability price modeling and forecasting for the total TTS requirement, incorporating Program Objective Memorandum (POM), Execution Plan (EP), and Initial Distribution (ID) exercises.

    Utilize FMAM and Program Guidance Letter (PGL) data to break down/estimate PGL quota requirements into five different TT program elements.

    Financial Reporting:

    Generate financial system reports for tech training Program Element Monitors (PEM) from CRIS and DEAMS databases.

    Prepare monthly reports for supporting agencies, with an increased frequency in September and fiscal year closeout.

    Resource Utilization Analysis:

    Conduct an independent, detailed analysis of resource utilization to identify requirements and implications of fiscal constraints and anticipated program changes.

    Course Resource Estimates:

    Develop HQ 2AF-level course resource estimates for new/revised technical training courses, considering Certification Training Programs (CTP), Interservice Training Review Organization (ITRO) Resource Requirements Analysis (RRA), Survival, Evasion, Resistance, Escape (SERE), and Intelligence Formal Training Unit (IFTU) Syllabi.

    Database Maintenance:

    Maintain and update technical training cost/pricing databases, including the Technical Training Cost Modeling System, POM, EP, ID master spreadsheets, and AETC Decision Support System.

    Verify POM and Financial Distribution annually.

    Budgetary Analysis:

    Analyze budgetary and programming relationships, providing appropriate recommendations to accommodate assigned budgetary actions.

    Student Production Analysis:

    Generate and analyze technical training student production from the AETC Decision Support System and other databases for projecting requirements in financial and programming exercises.

    Develop comprehensive student production worksheets for all 2AF-managed training, SERE, and AU 1st Sgt training to assist in financial forecasting.

    Qualifications:

    Candidates must have a minimum of four (4) years of direct program management experience.

    Recent experience with Defense Enterprise Accounting and Management System (DEAMS), Commander's Resource Integration System (CRIS), Air Force Planning, Programming, Budgeting, and Execution (PPBE), Program Objective Memorandum (POM), and Presidential Budget Review (PBR) is required.

    Additional Qualifications (a plus):

    Familiarity with Mission Readiness Training (MRT), Survival, Evasion, Resistance, and Escape (SERE), Intelligence Formal Training Units (IFTUs), Aircraft Maintenance Field Training Detachments (FTDs), Weapons Director, and Air University’s (AU’s) 1st Sergeant Training.
