    THE POSITION

    The HHSA Accounting Assistant provides accounting and analytical support to one or more divisions of the Health and Human Services Department. Duties entail but are not limited to: billing, accounts payable, accounts receivable, journal entries, ad hoc reporting, budget to actuals analysis, analysis of operating data, reconciling accounts, reconciling systems, and maintaining the departmental project costing structure. The HHSA department is fast-paced and work assignment priorities change rapidly. The ideal candidate will have the ability to adapt to changing work assignments while keeping within deadlines. The position also requires the ability to communicate complex fiscal information to individuals of various professional backgrounds, such as managers, department analysts, and accounting professionals.

    THE LIST ESTABLISHED BY THIS RECRUITMENT MAY BE USED TO FILL FUTURE FULL-TIME, PART-TIME, LIMITED TERM, AND EXTRA HELP VACANCIES FOR UP TO ONE YEAR. THE RECRUITMENT PROCESS:

    2. Applications will be screened for minimum qualifications and supplemental questionnaire review by subject matter experts the week of September 27, 2021.
    3. The most qualified applicants from the scoring of the supplemental questions will be invited to participate in the Oral Panel Interviews, which is tentatively scheduled for the week of October 11, 2021.
    4. Only the most qualified candidates from the interview process will be placed on the eligibility list and may be considered to fill positions for up to one year. The Human Resources Department reserves the right to change the recruitment process at any time.

     

    EXAMPLE OF DUTIES

    The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices. Provide accounting, accounts payable, accounts receivable, statistical and financial analysis support for the Health and Human Services Departments budgets which may include but are not limited to: process, record, review and reconcile a variety of financial transactions; enter a variety of information into one or multiple automated financial, accounting and statistical reporting systems; produce and distribute a variety of periodic and specialized reports, following established formats; develop special reports as requested; maintain databases for Fleet Management vehicles and equipment; prepare months billings to recover vehicle operation costs Countywide; maintain databases for North Bay Water contracts and water customers; keep complete and accurate records of all Roads accounts payables, accounts receivables, reimbursable charges, project costing and cost accounting records; monitor budgets, prepare budget transfers, and assist in collecting data and prepare various financial reports for the Annual State Road Report; calculate specialized weighted labor rates annually for Roads and Fleet Management for cost recovery; collect data; prepare Countywide billing and process journals for engineering and administrative charges; apply County, State and Federal regulations concerning financial and statistical transactions and reports; prepare financial and statistical reports for submission to State and Federal agencies; track and pay rent on all County leased properties based on approved contracts; input and monitor contracts for payment; prepare budget transfers for projects within the Capital Improvement budgets to increase/decrease revenues and appropriations; prepare billing to appropriate departments for funded Capital Improvement Projects; perform a variety of complex accounting, financial and budgetary processing work, including auditing and program support, within general policy and procedural guidelines; maintain all fiscal records related to grant awarded project funds for future audits; prepare and analyze financial statements; summarize and prepare a variety of reports from fiscal data for State, Federal, and local audits; receive and review all deposits; enter deposits directly into the County financial system; investigate accounts being used and make corrections as necessary; maintain accounting controls; journalize transactions; reconcile with other systems; monitor flow of monies in trust funds; analyze advances and adjustments from the State; transfer funds to revenue; review and verify interface data from accounts payable, asset management, project costing, purchasing, and other financial systems; analyze data, figures, or information from a variety of sources, such as computerized fiscal reports or other source documents to determine accuracy and to initiate appropriate adjustments; review documents entered into the accounting system for accuracy of information and accounting codes; initiate journal entries and maintain proper controls on accounts in the accounting system; maintain accurate and complete records on the general ledger, subsidiary ledgers, and budgetary statements, preparing and distributing a variety of reports as required; review proposed expenditures to ensure compliance with budget provisions and legal requirements; balance on a daily basis interfaces and departmental operator voucher input; receive and review County vendor claims, enter claims into the system; investigate accounts being used and make corrections as necessary; assist with the annual opening and closing of departmental books and contracts; assist in the compilation and preparation of the departmental annual budget; provide information to the public, staff and other departments to resolve problems and explain policies, rules or procedures related to accounting processes; and perform related duties as assigned. TYPICAL QUALIFICATIONS KNOWLEDGE OF: Principles, practices and terminology of financial and accounting procedures and record keeping. Governmental accounting and budgeting. Legal provisions governing the control and disbursement of Countywide funds. Procedures, terminology and forms related to the functional areas to which assigned. Basic computer applications related to the work, including word processing and spreadsheet applications. Standard office practices and procedures; the operation of standard office equipment. Basic budgetary and public agency financial record keeping principles and terminology. ABILITY TO: Perform responsible accounting, financial, billing statistical and/or budgetary support work. Prepare a variety of standard financial, accounting, and statistical reports, journals and ledgers, utilizing departmental specific computer and network applications. Review and reconcile financial, accounting, and budgetary documents and records. Understand and explain standard accounting, financial, departmental and County policies, procedures and transactions. Maintain controls on complex records and analyze data. Make accurate arithmetic and statistical calculations. Analyze and understand data processing reports. Reconcile differences within the record keeping system using mathematical skills and understanding of the recordkeeping system and related transactions. Prepare complex financial reports and statements. Prepare accurate and timely billings and reports. Work independently with a minimum of supervision. Operate a personal computer for word processing and other relevant applications. Operate a calculator and other basic office equipment. Communicate effectively, orally and in writing. Organize work and set priorities to meet established deadlines. Establish and maintain cooperative working relationships with staff, other departments and agencies, the private sector, and the public. EXPERIENCE AND EDUCATION Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be: EXPERIENCE: Two years of progressive, directly-related experience in financial record keeping work preferably including experience in an accounting position and/or with a government agency. EDUCATION: Equivalent to completion of two years of college with course work in accounting, financial record keeping, or a closely related field. (Additional qualifying experience may be substituted for the college education on a year-for-year basis). LICENSE OR CERTIFICATE: Possession of a valid California Driver's License. Any license, certification, or registration required for this position shall be maintained (i.e. active and in good standing) at all times during employment with Napa County.
