    Overview of Position: The Director of Human Resources reports to the Executive Director and provides strategic direction overall core HR operations, procedures, and transactions to function effectively and efficiently while providing a high level of customer service to employees, departments, and operational sites. The Director of HR will develop and cultivate relationships with executive team, site leaders and through that partnership, provide counsel on a full range of HR functions related to recruiting, compliance to regulatory concerns, employee orientation, development and training, employee relations, employee safety/welfare/wellness and health, employee relations, compensation, policy administration and organizational development. Responsibilities: • Direct and deliver HR services to support employees across locations in San Joaquin County. • Manage a team of HR professionals providing benefits/payroll, onboarding, and administrative direction and support. • Counsel and coach management in managing progressive discipline processes, internal investigations, and discharge decisions to ensure fairness and consistency. • Manage leave programs (FMLA, CFRA, ADA, Medical, SDI) leaves. • Manage administration of worker's compensation reporting/claims (work with carrier administration, employees, and medical entities) • Create, administer, interpret, and explain human resources policies and processes, laws, and regulations to staff. • Lead strategic human resources initiatives including performance management, goals, workforce training and development, and compensation. • Monitor and maintain personnel filing system to enable (federal, state, county) audit-readiness and provide HIPAA privacy and confidentiality. • Responsible for hands-on full-cycle recruiting from job creation, to hire, and onboarding. • Utilize recruiting data to create metrics and manage candidate pipeline, identifying continuous efficiencies. • Ensure that hiring standards meet business objectives and that the organization is hiring the right talent. • Oversee, support, and participate in recruiting, onboarding, and exit interviews. • Partner with management to identify business needs, align HR strategy to organizational objectives, and implement solutions. • Working knowledge of Community Care Licensing policies; Head Start policies; and federal, state, and local regulations regarding childcare required. Supporting Positive Staff Relations: • Partner with E.D. to oversee employee relation issues, investigations, and outcomes. • Keep E.D. in the loop in regard to progressive discipline and documentation. • Works as a liaison between management and the employees to address issues, concerns, and grievances, • Works with management to address problems relating to payroll, enrollment, nutrition, and any center-based concerns. • Lead cooperative efforts with management and employees to find solutions to personnel concerns and/or disputes. • Ability to work with the community to represent CCCI. • Participates in community outreach and support. Organizational Tasks: • Ensure agency compliance with Federal, State, County, and Community Care Licensing by maintaining current working knowledge of California labor law and policies & procedures, in addition to attending compliance webinars. • Strategically implement policies and procedures to assist CCI in its efforts to move forward. Uses analysis and problem-solving skills to assist the E.D. in overall company management. • Plans and participates in governmental requirements such as unemployment hearings, and workers’ compensation hearings • Works with the executive team on performance management, employee development, and professional growth/goals. • Sets the standards and follows all personnel policies and procedures of the agency. Qualifications: • Master’s Degree in Human Resources Management • Ten plus years of proven human resources experience as a Human Resources Manager/Generalist • Three plus years of HeadStart Federal and State regulations experience • SHRM-CP or SHRM SCP certification preferred • Bilingual preferred Compensation: $80,000 – $90,000 a year
