    The State Program Analyst (SPA)provides leadership in analytical duties in the Community Care Licensing Division (CCLD). S/He may function independently and/or as a trainer with other program sections in providing analytical assistance and support regarding existing statutes, regulations, policies, and procedures as well as attending meetings as a liaison regarding established policies to provide information to stakeholders and other staff. This position requires the ability to work under pressure to meet deadlines and may require excess hours. This position requires traveling to centers as needed, and is expected to perform functions and duties under the guidance of Creative Child Care, Inc.'s core values. This position requires daily use of a copier, telephone, computer, and general office equipment, as needed. This position may require a handcart to transport documents and equipment over 20 pounds (i.e., Laptop, computer, projector, reference manuals, solicitation documents). The incumbent must be committed to maintaining a working environment free from discrimination and sexual harassment. This position requires regular, consistent, predictable attendance, good working habits, and adherence to all agency policies and procedures. Responsibilities: ESSENTIAL FUNCTIONS and RESPONSIBILITIES • Responsible for systematic year-round recruitment processes and effective outreach systems involving informing families about program services. • Actively locate and recruit children with disabilities, children experiencing homelessness, living in foster care, and other vulnerable children. • Review and monitor attendance for data integrity to ensure processing aligns with internal policy and procedures as well as licensing regulations. • Craft and implement training in areas of state ERSEA research-based strategies for recruiting families who are dual language learners. • Prioritize and connect with families who are new to the United States. • Maintain and distribute recruitment inventory. • Reviews database attendance entries to ensure that electronic records align with paper attendance registers. • Verifies all attendance registers are received and uploaded in accordance with policy. • Analyze information gathered in visits, received from partnering programs, and makes recommendations about applications which include a summary of problems, issues, and related to state ERSEA. • Determine initial and continued eligibility approval for state funded programs. • Assists with requests and inquiries from the Agency and maintains data-based records of on-going California state enrollment reports. • Field work, including file reviews, in any area of the assigned program to determine if children’s enrollment files remain in compliance with California state regulations. • Monitors files to ensure that required documentation is in the file (and electronic files when applicable). • Monitor waitlist per caseload to ensure it meets compliance. • Monitor and verify information to applications. • Supports FSA’s with corrections as needed. • In coordination with supervisor, assist with the updates of state ERSEA policy and procedures. • Solves complex problems requiring detailed analysis of the program options. • May perform a variety of clerical tasks as needed, including but not limited to: word processing (memorandums, agendas, minutes and reports, data entry, filing, coping, tabulating, mailing, and tracking information in support of state programs. Packages and organizes all year-end files for off-site storage). • In coordination with supervisor, establishes and implements a training program for new and existing staff, along with ongoing support. • Maintains appropriate record keeping systems, reports, and other required documents for program compliance, reviews, and audits. • Assists supervisor with eligibility audits and review of case files to assure compliance with program regulations. • Attends internal and external meetings. • Assists supervisor with program stats weekly, monthly, and as requested by the state of California. • Participate in continuous quality improvement strategies for the state ERSEA systems. • Participate in hiring interviews. Cultural Awareness • Ensures awareness of multicultural workplace issues, enabling employees to work effectively. • Multicultural awareness is incorporated into all interactions with children, families, staff, and communities. • Leads reciprocal, respectful relationships which emphasize the valuing of the opinions, viewpoints and interpretations of others and the importance of shared responsibility. Talent Management • Use deep program expertise and data. • Develop and make presentations at meetings, conferences, and workshops for agency staff and various professional organizations; use multiple delivery modes, including on-site visits, teleconferences, and videos; and be the technical expert for educational issues. Performance Management • Inspire and motivate Family Service Staff. • Evaluate state enrollment program effectiveness and provide recommendations for areas of improvement. • Craft and implement enrollment program activities. • Maintain accurate records of all projects. • Critical thinking and decision-making skills. • Proficient in finding creative solutions to complex problems. • Strong time management skills and ability to multi-task. • Ensure state enrollment program meets the objectives of the organization. • Self-driven and strong sense of purpose. • Support the recruitment, appointment, evaluation, training, and termination of staff. Resource Management • Research current issues of California state enrollment practices, laws, and regulations. • Stay current on California state enrollment practices, laws, and regulations. • Participate in work groups for program development, changes in policy, procedure, and regulation; and represent the Agency in outreach programs. Other Duties as Assigned • Perform other related duties to fulfill Creative Child Care, Inc.'s mission, goals, and objectives. Additional responsibilities may include assisting where needed within the team/unit, which may consist of special assignments. Qualifications: • Level I: High School Diploma. Five years of experience in the enrollment of California state Preschool programs and related experience performing administrative functions, case management, eligibility determinations or an equivalent combination of related education and experience in Child Development, Social Science, Psychology, Human Development, Liberal Studies. Knowledge of Head Start programs preferred. Bilingual Preferred. • Level II: AA/AS Degree in Child Development, Social Science, Psychology, Human Development, Liberal Studies. Three years of experience working equivalent to performing eligibility determinations as primary function of your job responsibilities. Knowledge of Head Start programs preferred. Bilingual Preferred. • Level III: BA Degree in Child Development, Social Science, Psychology, Human Development, Liberal Studies. Two years of experience working equivalent to performing eligibility determinations as primary function of your job responsibilities. Knowledge of Head Start preferred. Bilingual Preferred. Compensation: $24 - $28 per hour DOQ/DOE
