    Job Description:

    Crossroads is seeking an Aviation Logistics Department Logistics Analyst to research, analyze, advised, and develop deliverables to advance operational and strategic planning and activities in support of United States Marine Corps Forces, Pacific (MARFORPAC). MARFORPAC is the United States Marine Corps (USMC) service component command of United States Indo-Pacific Command (INDO-PACOM). MARFORPAC is the largest field command in the USMC and is headquartered at Camp H. M. Smith in Hawaii.

    Tasks include:

    · Provide support to MARFORPAC ALD-D data management requirements for aircrew training and requirements (T&R) programs, to include DoD Theater Bi-lateral Shaping Operations, Activities, and Investments (OAI) management systems of record (Ordnance Information System Retail and Wholesale), as well as monitor the subordinate commander's expenditure data in the accomplishment of aircrew Naval Aviation Training Requirements for aircrew.

    · Provide daily updates to the government on work completed.

    · Provide program and technical support on and off-site, including Non-Combat Expenditure Allocations (NCEA) development events, for MARFORPAC ALD staff related to Ordnance Management systems and networks, and Joint systems.

    · Provide technical and system support to adjacent and subordinate units upon request for issues related to MARFORPAC Ordnance Information Systems (OIS) business rules/procedures, inventory management, and MARFORPAC ALD-D related systems. System support issues may include troubleshooting problems such as user-error, technical/navigation issues, coordinating with technical support on system errors or limitations, etc.

    · Create, maintain, and explain (when requested) the process of reserving the ALD conference room for Contractor and Government employees that ensures the room is scheduled with a computer.

    · Ensure the ALD-D OIS and Defense Readiness Review System tools maintain functionality.

    · Ensure weekly in-transits and out of balances that are identified and communicated to subordinate activities.

    · Provide demonstrations and/or training of collaboration tools, such as SharePoint, to MARFORPAC ALD staff.

    · Support meetings (up to 3-5 times per month) by producing analysis requested by the Government to support meeting topics.

    · Conduct OIS assessments of both ashore and afloat ammunition stockpiles, validate, and coordinate distribution of NCEA of ordnance enabling MARFORPAC subordinate commands to execute designated training requirements and bilateral shaping exercises.

    · Conduct assessments for all theater Class V (A) inventory affected by notice of ammunition reclassification (NAR), ammunition information notice (AIN), or overhead fire (OHF).

    · Coordinate with COMLOGWEST PAC (CTF-73) for the necessary logistical actions to rotate affected stock back to CONUS depot locations as well as replenishment stock into theater.

    · Conduct Class V (A) augment request status review and coordinate with logistic management specialist as required.

    · Conduct augment request review via the NAVSUP AMMO NCEA SharePoint site.

    · Conduct audit review of subordinate commands for over expenditure of training allowances.

    · Review all supporting station activities for over allocated NCEA via OIS Pivot Table.

    · Update NCEA Tracker with changes and expenditures.

    · Check Load Plan Compliance of Station Weapons Located within the MARFORPAC Theater.

    · Assist subordinate units with ammunitions stock recording system and ordnance related inquires.

    · Attend meetings when required and participate by answering questions and providing input to topics.

    · Produce meeting minutes for meetings relevant to information management, data collection and monitoring, which is estimated at 3-4 per week (e.g., weekly internal meetings, meetings with the Naval Ordnance Logistics Coordination Branch (NOLC-B) and the OPNAV N41 WG).

    · Ensure the Government is informed about new developments that the Contractor observes while on official travel for selected travel events by the GTP.

    · Ensure scheduled inventory transactions identified within OIS are identified. If incomplete transactions are identified, correspondence between applicable NCEA managers will be initiated.

    · Review submitted aircrew training requirements to assist with the fiscal year sub-allocation of Class V (A) assets.

    · Utilize OIS-W and the NAVAIR Aviation Weapons Inventory System to monitor subordinate activities Class V (A) assets quantity on hand, location (including in-transit) due-in, condition, receipts, issues, serial numbers (S/N), and configuration data for serialized weapons/components, reservations, or restrictions.

    · Maintain a central repositor of ammunition storage location capabilities for use in measuring storage capacity against requirements.

    · Maintain a central technical data file for inventory management functions as a source for Navy Stock Lists; Change Notice Cards; packaging, safety, and transportation management publications; and for use in stratification, budgeting, readiness determinations, and component requirement computations, and as a basis for selecting or recommending substitutions or alternate items for requisitioning, stratification, or budgeting process.

    · Monitor and identify subsequent Class V (A) impacts identified on the central record of material in production, procurement, or under renovation that will impact aircrew training and readiness or the ability to execute theater operational plans.

    · Monitor the Notice of Ammunition Reclassification program and its effect on CLASS V (A) Load Plans, NCEA allocations, and Training and Readiness Requirements.

    · Submit Transaction Item Reports and Serialized Lot Item Tracking Reports to maintain the Class V (A) inventory database.

    · Monitor requirements for differing Class V (A) ordnance assets detailed in the Explosive Safety Management Program and ensure explosive safety storage limits are within DOD Explosive Safety Policy.

    · Utilize email or verbal correspondence with subordinate commands individual NCEA managers to review and provide recommendations for all the status of Class V (A) augment and decrement requests required for accurate expenditure accounting.

    · Operate as a system subject matter expert and administrative operator utilizing the Naval Supply System Command Ordnance Wholesale Information System for all accounting of Class V (A) ordnance and subsequent transactions.

    · Submit Expenditure/Over expenditure reports to OPNAV N411, OPNAV N9, and OPNAV Resource Sponsors to account for budgetary over runs.

    · Determine data and information requirements that will permit effective management of Fleet ordnance assets and submit requirements for modifications to NAVSUP AMMO.

    · Recommend MARFORPAC procedures and requirements for theater Class V (A) inventory sufficiency support Numbered Operational Plans, Theater Campaign Plans, Service Campaign Plans, and Combatant Command Concept Plans.

    · Develop a proposed structure to information management (information in IT systems) that ensures files are arranged in a clear and consistent manner and provide recommended updates in future Monthly Reports. Assist with the implementation of the plan upon approval.

    · Conduct a monthly review to ensure consistency and uniformity in data entries in all data systems DRRS, ALD Plans and Ordnance SharePoint sites and submit findings and recommend actions to address incorrect data entries.

    · Conduct monthly reviews and provide Class V (A) inputs to the ALD Plans Office pertaining to Defense Readiness Review System by conducting classified analysis and review. Identify and report any changes to theater stocking effected by degraded inventory or rotations.

    · Ensure the USINDOPACOM and MARFORPAC Theatre Campaign Plans are supported by recommending changes via memorandum to reflect theater class V (A) posture and T&R reports that reflect theater readiness to achieve goals.

    · Review the command chronology and ensure sufficient supporting artifacts are incorporated. Recommend creating a Standard Operating Procedure (SOP) and any applicable updates to the SOP that ensures the command chronology is accurate within 48 hours of any updates.

    · Establish communication with subordinate activities and ensure that Class V (A) wall-to-wall inventory reviews are consolidated and submit them to the Secretary of Defense staff.

    · Coordinate, draft, and submit Transfer Requests. Update NCEA for Type Commanders (TYCOMs) in OIS Wholesale based on augments, changes, and transfers.

    · Coordinate with Naval Ammunitions Logistics Command (NALC), Major Claimants, and TYCOM regarding NCEA augments and T&R requirements.

    · Assist in the identification of live ordnance training deficiencies or requirements, and to propose the development of inventory solutions that improve the aircrew ability to perform tasks where training requirements are identified.

    · Recommend MARFORPAC ordnance procedures and requirements for theater Class V (A) inventory sufficiency support for Numbered Operational Plans, Theater Campaign Plans, Service Campaign Plans, and Combatant Command Concept Plans.

    · Develop a proposed structure to information management (information in IT systems) that ensures files are arranged in a clear and consistent manner and provide recommended updates in future Monthly Reports. Assists with the implementation of the plan upon approval. Coordinates with Naval Ammunitions Logistics Command (NALC), Major Claimants, and TYCOM regarding NCEA augments and T&R requirements. Coordinates, Drafts, and submits Transfer Requests. Update NCEA for Type Commanders (TYCOMs) in OIS Wholesale based on augments, changes, and transfers.

    · The Contractor shall conduct a monthly review to ensure consistency and uniformity in data entries in all data systems such as DRRS, ALD Plans and Ordnance SharePoint sites, and submit findings and recommend actions to address incorrect data entries.

    · Conduct monthly reviews and provide Class V (A) inputs to the ALD Plans Office pertaining to Defense Readiness Review System by conducting classified analysis and review. OIS-W and provided Naval Munitions Requirements Process Output models will be utilized to identify and report any changes to theater Class V (A) stock affected by degraded inventory or rotations.

    · Ensure the USINDOPACOM and MARFORPAC Theatre Campaign Plans are supported by recommending changes via memorandums to reflect theater Class V (A) posture and T&R reports that reflect theater readiness to achieve goals.

    · Review the command chronology and ensure sufficient supporting artifacts are incorporated. Recommend a Standard Operating Procedure (SOP) and updates to the SOP that ensure the command chronology is accurate within 48 hours of updates.

    · Establish communication with subordinate activities and ensure that Class V (A) wall-to-wall inventory reviews are consolidated and submit to the Secretary of Defense staff.

    · Attend the annual OPNAV N9 NCEA Working Group hosted by NALC and advocate for MARFORPAC NCEA requirements in support of testing and training.

    · Solicit Major Subordinate Commands for their Training and Testing Requirements (TTR) and use those inputs to develop the MARFORPAC TTR to be submitted to the Office of the Chief of Naval Operations N9 Staff for budgeting prioritization.

    · Conduct a Mid-Year Review of the current Fiscal Year (FY) NCEA to capture changes to the Class V (A) necessary to meet training and readiness (T&R) requirements for the remainder of the year. The contractor shall solicit and consolidate the Subordinate Command inputs for review and submission to NALC and OPNAV N9.

    · Develop an annual NCEA breakdown for Subordinate Commands utilizing historical expenditure trends, TTR projections, and T&R requirements. The Contractor shall allocate the final NCEA breakdown using the OIS-W information system.

    Required Personnel Requirements:

    · Secret Clearance

    · Thorough understanding of Ordnance Information System - Wholesale (OIS-W - the DoD system of record for ordnance management).

    · Thorough understanding of Defense Readiness Reporting System (DRRS - a DoD system of record for strategic SC OAI management) or equivalent reporting system experience.

    · Ammunition Inventory Management Specialist or equivalent experience

    · Advanced proficiency with using Microsoft applications such as Excel, Teams, Words, Power Pt., etc.

    · Ability to travel to other commands and training areas.

    Minimum Personnel Requirements:

    · Over 10 years of experience and a MA/MS degree. (12 years' work experience may be substituted for a Master's Degree. Bachelor's Degree plus 8 years' work experience may be substituted for a Master's Degree.)

    · Ability to work on high visibility or mission critical aspects of a given program and performs all functional duties independently.
