We are seeking a Strategic Planner to join our dynamic team in Camp Pendleton, CA.

    The Strategic Planner will research, gather, and analyze information to recommend updates to existing policies and procedures, and solutions to improve strategic and operational planning. They prepare reports on strategy ideas and presents research finding to senior management, and they align processes, resources planning and department goals with overall strategy and provides support an insight into significant organizational changes.

    Responsibilities include, but are not limited to: 

    1. Provide Theater Security Cooperation (TSC) support.
    2. Provide SME guidance to I MEF senior leadership in matters relating to TSC and political-military policy. 
    3. Assist in the development of I MEF long-term engagement plans and exercise design plans aligned to COCOM Country SC and Regional Plans, service SC direction, and I MEF priorities.
    4. Provide SME guidance for development, conduct, and leadership for the TSC OAI planning cycles from concept development through execution.
    5. Provide assistance in leading and facilitating cross-functional working groups, supporting I MEF planners among MSCs, Service, Joint, Civilian, Department of State, Host-Nations, Partners, and Allies on matters related to I MEF TSC planning and execution.
    6. Provide SME guidance on monitoring and analysis regarding policy issues affecting countries throughout all COCOMs and AORs (INDOPACOM, EUCOM, AFRICACOM, SOUTHCOM, NORTHCOM, CENTCOM) involving I MEF forces. 
    7. Provide recommendations on Service-level COCOMs and MARFOR campaign plans, orders and directives and U.S. strategic guidance documents as directed by HQMC and COCOMs.
    8. Provide TSC support to MAGTF Development Planning.
    9. Integrate and coordinate all TSC engagements with the HQMC Global Force Management Process, Navy Fleet Commands, and Expeditionary / Amphibious Operations. 
    10. Coordinate and Integrate all-domain, full-spectrum Operations in the Information Environment (OIE) and Operational Preparation of the Information Environment through TSC OAIs.
    11. Document trips in trip reports.
    12. Create draft of routine work products (typically administrative or informational products) as requested.
    13. Deliver Executive Summaries of Exercise Analysis, Exercise Support Observation Reports/Recommendations, Exercise Support Briefs, Exercise/Event Plans of Action and Milestones, and Exercise Assessment Plan as needed. Provide training courseware and instruction development to outline the method for training and providing instruction to the designated training audiences for I-MEF.
    14. Support the documentation of meetings.
    15. Provide pre-event planning products.
    16. Draft and send I MEF TASKORD/OPORD/Deployment information messages e.
    17. Draft official correspondence related tor Theater Security Cooperation.
    18. Provide the I MEF Planners' Huddle Products Direction and I MEF G-3 Huddle Products Direction as required by the deliverable table.

    Required Qualifications: 

    • Must possess/maintain a SECRET clearance
    • Experience in the Marine Corps serving at the MEF MAGTF, Fleet, MARFOR, or major subordinate command level, preferably as a field grade officer or higher, or other service equivalent (equivalency must be explicitly explained in resume)
    • Formal education in political science, international relations, or national security studies.
    • Experience with the Marine Corps Planning Process or Military Decision Making Process
    • Experience in working in political/military affairs
    • Experience serving as an exercise planner and operational planning team lead
    • Experience in working with foreign military partners
    • Expertise in Department of Defense security cooperation policies
    • Experience as a Foreign Area Officer or Regional Area Officer

     Internal Skills

    • Meets DoD 8570 IAT Level II Certification Requirements
    • MARFORPAC AOR experience
    • Partner and Allied nation exercise experience
