    Successful candidate will be part of a seven-person cybersecurity team supporting the security posture of a Navy organization to include shipboard support.

    Primary Responsibilities Include

    • Provide unit level support for the development, management and maintenance of the Local Information Assurance Programs in accordance with the Navy Information Assurance Program guidance contained in SECNAVINST 5239.1 Series.
    • Provide annual review of Site Security Assessment and Accreditation (A&A) status for all CNSL Ships.
    • Coordinate with ships and USFFC for units requiring A&A maintenance scheduling in accordance with the Risk Management Framework (RMF) guidance contained in DODI 8510.01.
    • Coordinate with fielded Program of Record (POR) and Platform Information Technology (PIT) system offices to ensure required system accreditation documentation is up to date and have Authority to Operate (ATO) / Assessment and Authorization (A&A) letters signed by the Navy Authorizing Official (NAO).
    • Provide vulnerability compliance reviews for all CNSL ships as directed by CNSL leadership, and in preparation for scheduled unit level inspection events.
    • Conduct shipboard evaluations to ensure shipboard systems are being maintained in accordance with Information Assurance Vulnerability Messages (IAVM), Communication Tasking Orders (CTO), Navy Technical Directives (NTD) and that approved system patches are installed per Fleet Advisory Message (FAM) guidance.
    • Conduct unit level cyber training assist visits on afloat units to assess site and system training program implementation and management covering the functional areas that make up the local Cyber Security/Cyber Readiness Program.
    • Coordinate with sites to ensure pre-visit requirements and minimal manning participation requirements are met.
    • Prepare formal preparatory and conclusion documentation and deliverables, utilizing Government-approved format, providing CS/Cyber Readiness Training and Program Management posture for all ships and shore commands for individual unit level events, to include an End of Visit Assessment Report.
    • Conduct periodic and random shipboard spot-checks to validate system scanning and reporting compliance.
    • Provide proactive outreach, distance support, and tracking of onboard cyber programs to include compliance with applicable instructions and requirements, and implementation of shipboard policies, and SOPs.
    • Provide coordination assistance to Program Office helpdesk and other support organizations for cyber technical barriers or casualties, providing prompt response to shipboard requests for assistance during prescribed working hours.
    • Develop training materials to support onboard and offship training events, using Government-provided format.
    • Provide support to briefs, training events, and waterfront symposiums to provide Fleet training regarding C5I systems, trends, and issues.
    • Assist ship's personnel in cyber bill development and ensuring Cyber Work Force (CWF) documentation and management requirements are met.
    • The contractor shall work with ship's forces to develop a mitigation plan and POA&M for correcting deficiencies found during assessment.
    • The contractor shall work with Naval Warfare Command (NAVWAR), Afloat Training Group (ATG), and Information Warfare Training Group (IWTG) to coordinate training processes and events to ensure Site Assist Visits (SAVs) align with certifying exercises or other scheduled assessments.
    • Conduct tailored training events onboard, as required, to assist ship's force in meeting cyber metrics and/or address identified training gaps.

    Qualifications

    • Possess ten (10) years information technology or cyber security experience, related to shipboard computer networks.
    • Experience must include knowledge of SECNAV M-5510 series and SECNAVINST 5239.1 series requirements to assist shipboard personnel in managing local cyber hardening efforts.
    • Must have experience with Vulnerability Remediation Asset Manager (VRAM), Assured Compliance Assessment Solution (ACAS), Endpoint Security Solution (ESS), DISA Security Technical Implementation Guide (STIG), and Navy Authority to Operate (ATO) process.
    • Experience with performing shipboard cyber evaluations or inspections is highly desirable.
