    JOB DESCRIPTION:

    • The Business Technology Manager oversees a team of developers that support the technical aspects of the Company’s business applications, including the Human Resource, Financial, and Purchasing applications, as well as peripheral applications including but not limited to Power Plant, Business Intelligence, and Hyperion.

    ESSENTIAL FUNCTIONS:

    • Manages staff including prioritizing and assigning work, conducting performance reviews, and overseeing the development of staff.
    • Responsible for business relationships, application performance, and the identification and delivery of new and existing application services to meet the business known, and emerging needs.
    • Responsible for project scoping and project planning for business application projects.
    • Negotiates, reviews, and signs contracts with outside contractors, consultants, or vendors.
    • Manages complex projects and programs of various scope, schedule, and budget.
    • Collaborates with other managers to prioritize projects, change orders, and work assignments to ensure that deadlines are aligned with Company goals.
    • Collaborates with staff and managers to discuss the best approach for solving complex development issues.
    • Complies with IT Sarbanes-Oxley (SOX) and security requirements by ensuring controls are adhered to.
    • Supports end-users by ensuring change orders are assigned and completed in a timely manner.
    • Approves invoices from vendors, reviews and approves expense reports, and ensures charges are budgeted and applied properly.
    • Participates in the General Rate Case (GRC) process by providing written justifications for capital projects as required.
    • Collaborates with districts and departments to provide support and technical guidance regarding Hyperion, and Power Plant.
    • Oversees and manages system upgrades to ensure minimal network disruption to end-users.
    • Reviews and approves support licenses for applications.
    • Participates in and supports the Company’s Continuous Improvement program and projects.
    • Performs other similar duties as assigned.

    MINIMUM QUALIFICATIONS:

    • Bachelor’s degree in Information Systems or related field and/or equivalent relevant experience.
    • Five years of increasingly responsible experience in a management role.
    • Five years of experience working in IT business applications or development environments.
    • Proficient in the use of Microsoft Office applications.
    • Due to the nature of the job the candidate must have a Valid California Driver License.

    REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

    • Knowledge and understanding of complex software applications such as PeopleSoft, Hyperion, Business Intelligence, and Power Plant.
    • Knowledge of and working experience with ITIL and Project Management Institute frameworks.
    • Knowledge of the Request for Proposal (RFP) process and ability to manage vendors and contractors effectively.
    • Knowledge and understanding of IT best practices; ability to drive change and innovation.
    • Knowledge and ability to comply with SOX regulations.
    • Knowledge and ability to use Microsoft Office applications to create spreadsheets, presentations, and Word documents.
    • Ability to work effectively with all levels of employees and management.
    • Ability to maintain cooperative working relationships with those encountered in the course of conducting business.
    • Ability to communicate effectively, both verbally and in writing, with contractors, customers, employees, agencies, and personnel.
    • Ability to negotiate important contracts, evaluate and select vendors, set expectations, and resolve conflicts on unsatisfactory services and products.
    • Ability to demonstrate a positive management model for others.
    • Demonstrated time management and organizational skills.
