POSITION SUMMARY:
The Consultant / ONE-Net ISEA Production Support will be responsible for performing program and project management functions for Program Executive Office (PEO) Enterprise Information Systems (EIS) PMW 205 OCONUS Navy Enterprise Network (ONE-Net) In-Service Engineering Agent (ISEA).
MINIMUM REQUIREMENTS:
- Have an Active Security Clearance
- A Bachelor's Degree and 1 year of experience with SPIDER database. Any equivalent combination of experience and education that will allow the applicant to satisfactorily perform the duties of the job may be considered when filling the position. Minimum 2-4 years of proposal preparation, development, writing and analysis experience.
- Knowledge of CMPRO and SPAWAR PEO Integrated Data Environment and Repository (SPIDER).
- Knowledge of Fleet Readiness Directorate (FRD) Fleet Readiness Certification Board (FRCB) and SPAWAR Shore Installation Process (SIP) standards.
- Proficient in Microsoft Office, including Word, Project, and PowerPoint.
- Ability to use MS Excel to do VLOOKUPs, Pivot Tables, and complex formulas.
ESSENTIAL FUNCTIONS:
- Utilize NIWC Information System (IS) tools CMPRO and SPAWAR PEO Integrated Data Environment and Repository (SPIDER) to pull, analyze, and present project status (cost, schedule, performance, and reasons for deviations from baseline).
- Review and submit FRCB packages into SPIDER database to streamline FRCB review and approval. Interface with project engineers and government leads to resolve discrepancies in the FRCB packages.
- Perform analysis on all ONE-Net projects for installation readiness in accordance with Fleet Readiness Directorate (FRD) Fleet Readiness Certification Board (FRCB) and SPAWAR Shore Installation Process (SIP) standards.
- Interface with entire ONE-Net team to gather requirements needed to develop Work Scopes for new projects for FRCB determination, Design Service Allocation (DSA) and Production / Installation efforts.
- Coordinate with FRD Installation Offices (FIO) in EU, ME and FE AOR's for resource allocation and execution planning.
- Receive, review and track all FIO cost estimates received in SPIDER database.
- Develop and maintain ONE-Net production/installation project tracker and schedules.
- Lead bi-weekly meetings with OCONUS customers as well as internal and external stakeholders (FIO, NCTS, NAVIFOR) to provide status on current and upcoming projects and coordinate targeted installations dates.
- Ensure document compliance, track installation milestones, answer data calls related to installation preparation, scheduling, and technical inquiries.
- Liaise with OCONUS regional site leadership and personnel as well as NIWC FRD Installation Office (FIO), Project Engineers (PEs), ONE-Net functional area leads (Engineering and In-Service Engineering Agent (ISEA) Integrated Product Teams (IPTs)), and other stakeholders as necessary.
- Prepare high level briefs including the quarterly Production Program Management Review (PMR) which encompasses all current and upcoming efforts, funding status', contract action processes, issues and challenges, in addition to recommendations and way forward for program improvements.
- Take notes, track actions and follow up with stakeholders and leadership to ensure action items are completed by the due dates.
- Assist/Support the Production Lead in day to day operations, ready to assist with any tasker necessary as well as providing a weekly list of action items for the team to accomplish.
- Creates Weekly Action Report's (WAR) along with a correlating quad chart which incorporates significant milestones, accomplishments and risks pertaining to current projects.
- Tracks and manages the Production Team to ensure all tasks and top priority items are completed on time using an action item tracker.
- Schedules meetings when necessary for upcoming projects to discuss planning and strategy objectives.
- Other duties as assigned by government leadership
- Performs additional tasks as necessary.
