    POSITION TITLE:

    Senior Consultant / PEO-EIS PMW 205 ONE-Net ISEA Project Management Support

    POSITION SUMMARY:

    The Senior Consultant / ONE-Net ISEA Project Management Support will be responsible for performing program and project management functions for Program Executive Office (PEO) Enterprise Information Systems (EIS) PMW 205 OCONUS Navy Enterprise Network (ONE-Net) In-Service Engineering Agent (ISEA). Those functions include:

    • Develop and maintain ISEA IPT and PM priorities lists, action items, and organizational documentation including procedures, project/communication management plans, organizational charts, and staffing descriptions
    • Oversee development of ISEA IPT programmatic and project briefs, reports, and deliverables including weekly reports, Program Management Reviews (PMRs), Period Project and Business Reviews (PPBRs), and ad-hoc requirements
    • Facilitate weekly ISEA Functional Area Leads meetings, maintain tracker, and interface with IPT team members to ensure timely, accurate response to internal and external requests
    • Coordinate development of ONE-Net ISEA programmatic budgets, spend plans for funding documents, funds execution, and financial data calls with IPT Lead and Business Financial Manager (BFM)
    • Develop and manage the Independent Validation & Verification (IV&V) schedule and tasks to include upcoming Requests for Change (RFCs), current test events and SOVT development and release
    • Upload, maintain, and update the ONE-NET platform System Operational Verification Tests (SOVTs) in SPAWAR PEO Integrated Data Environment and Repository (SPIDER) database in support of SOVT Preparation and Execution Guide (SPEG) and installation requirements
    • Provide monthly SPEG-compliance SOVT metrics in support of PMW 205 reporting requirements
    • Schedule, attend, and facilitate (as needed) all appropriate meetings/working groups to track and manage ISEA IPT high-visibility efforts and deliverables
    • Liaise with NIWC PAC leadership (Code 412 senior leadership), ONE-Net Engineering IPT, OCONUS customers, as well as internal and external stakeholders (FIO, NCTS, NAVIFOR) as necessary

    QUALIFICATIONS:

    • Must have a Secret Security Clearance.
    • Bachelor's Degree is required.
    • Knowledge of CMPRO and SPAWAR PEO Integrated Data Environment and Repository (SPIDER) is preferred.
    • Knowledge of Fleet Readiness Directorate (FRD) Fleet Readiness Certification Board (FRCB) and SPAWAR Shore Installation Process (SIP) standards is preferred.
    • Must be able to travel OCONUS and CONUS when requested.
    • Must have experience with Microsoft Office, including Word, Excel, Project, and PowerPoint
    • Must have experience in MS Excel to do VLOOKUPs, Pivot Tables, and complex formulas.
    • Must have excellent analytical and oral/written communication skills.
    • Ability to be organized, proactive, and detail-oriented in a fast-paced environment.
    • Ability to work flexible hours occasionally to support OCONUS customers.
    • Ability to work both independently and as part of a team.
    • Ability to interact effectively with all levels of management.
    • PMP certification strongly preferred.
