    Cypher Analytics, Inc. is seeking a Proposal Analyst who can manage all activities within the proposal life cycle: researching opportunities, managing proposal schedule, interviewing SME's, coordinating and editing key elements, desktop publishing, and proposal submission. This person will also need to establish and maintain a familiarity with our in-house team, client organizations, teaming partners, competitors, and industry related organizations.

    Taking a proactive and hands-on approach, the Proposal Analyst reports to the Chief Operating Officer as part of the Business Development Team. The ideal candidate is highly self-motivated; a team player; maintains a positive disposition; is organized, meticulous, creative, and a fast learner; and brings a strong desire to tackle challenges as an opportunity to develop new skills and contribute to company objectives and growth. The person in this role must also be able to tackle tasks head-first, be comfortable with shifting priorities, and comfortable working with and coordinating efforts with contributors from across the organization.

    REQUIRED QUALIFICATIONS:

    • Bachelor's Degree in a related field of study.
    • Minimum 3 years of proposal preparation, development, writing and analysis experience.
    • Knowledgeable on Federal Government procurement policies and practices as they relate to Request for Proposals (RFPs).
    • DOD Information Technology (IT) acquisition processes and terminology
    • Government Contract Portals
    • Above average writing and editing abilities with a command of English grammar, composition, spelling, proofreading skills.
    • Excellent verbal, visual and written communication skills, ability to communicate effectively with technical and nontechnical personnel.
    • Excellent organizational, file and time management skills to effectively meet multiple time-sensitive/compressed deadlines.
    • Highly proficient in Microsoft Office (Word, Excel, PowerPoint, etc.), as well as Adobe Acrobat.

    ESSENTIAL FUNCTIONS:

    • Works closely with Business Development team members to coordinate proposal efforts, including identification of needed stakeholders and input, timeline and action planning, and coordination of proposal development and submission.
    • Maintains pipeline tracker with current efforts and future efforts identified by leadership
    • Communicates effective proposal objectives, coordinates inputs for bid efforts, and assists in broader bid preparation and production aspects.
    • Serve as the scribe for working group sessions and major proposal meetings, recording topics, action items and responsibilities and getting the information distributed to the attendees in a timely manner following the session/meeting.
    • Creates schedules, instructions, outlines and templates to control proposal development.
    • Performs quality reviews of proposal packages to confirm requirements have been met, as well as ensure overall document consistency, quality and accuracy
    • Assists Capture Manager with writing section drafts, as needed.
    • Edits and coordinates proposal sections as they develop (including managing file turnaround time) and maintains close liaison with technical proposal team contributors.
    • Performs desktop publishing in MS Word, and other tools (e.g. Adobe Acrobat) to ensure proposal documents are properly formatted, compliant with RFP requirements, easy to read, and visually appealing.
    • Receives and coordinates all subcontractor data calls by assigning deliverables to the appropriate team members, ensuring they respond in a timely manner, and consolidating and reviewing all responses for quality assurance.
    • Accomplishes organizational goals by accepting ownership for accomplishing new and different requests.

    ABILITY TO:

    • Effectively communicate in both oral and written forms at all levels of the organization and at similar levels outside the organization.
    • Perform detailed analysis of text documents to assess structure and content.
    • Work outside of normal business hours and weekends and work overtime to support meeting RFP submission deadlines.
    • Work both independently and as part of a team.
