Title: Quality Assurance (QA) Specialist

Location: San Francisco, CA

Duration: Longtetrm Contract

Job Description:

1. Ensure Caltrain and/or contractor/consultant compliance with all applicable quality guidelines, specifications, and quality program requirements within the Engineering & Construction Division (ECD). Perform audits of quality records and activities, and review procedures and plans for quality activity acceptability based upon project scope. Perform audits of projects, policies and procedures as assigned by the ECD QA Manager.

2. Ensure a commitment to safety through consistent and professional behaviors in performance of job requirements that demonstrate safety is a fundamental value that guides all aspects of our work. Perform other related duties as required.

3. Schedule and conduct external audits of consultant/contractor quality activities and internal audits of ECD construction management staff, to evaluate and ensure compliance with contract and program requirements. Provide feedback to ECD QA Manager to refine audit criteria and samples.

4. Ensure that QA audit records and documentation are accurate, properly maintained, and distributed according to the ECD quality program.

5. Verify and ensure that project non-compliance issues are satisfactorily documented and that systemic inadequacies are remediated. Track and document contractor and consultant follow-up activity until issues are closed by ECD staff.

6. Review contractor/consultant quality plans for conformance to ECD program requirements, contract provisions/specifications and industry practice. Make recommendations for disposition through the ECD QA Manager.

7. Communicate any support needs to the ECD QA Manager for construction management staff, with regards to quality-based clarifications and recommendations related to the quality activities of contractors/consultants. Monitor quality activities of ECD construction management staff as directed by QA Manager. Provide and coordinate training through QA Manager of construction management staff in their quality program responsibilities.

8. Review development of contract specifications, with regards to quality requirements, and recommend any necessary revisions to ensure compatibility with the ECD program to the ECD QA Manager.

9. Assist in the preparation of technical reports, progress reports and special studies to communicate quality program activities to internal and external partners as required.

10. Assist ECD QA Manager to coordinate quality assurance activities in regards to the FTA Project Management Oversight Consultant (PMOC).

11. Provide lessons learned for updating ECD QAPM and other ECD manuals as necessary.
