    Job Description

    ALL CANDIDATES MUST BE ABLE TO OBTAIN AND MAINTAIN A SECRET CLEARANCE OR HIGHER.

    BACKGROUND: SOPS provide Transportation Security Officers with the approved steps, practices and protocols for implementing security policies and measures consistently among all U.S. airports. Each airport is, however, different and successful implementation of standard operating procedures is essential to ensure the secure and safe movement of people and commerce. Given the uniqueness and resources/equipment differences at airports, information sharing related to the success of executing procedures becomes more critical. Consistent implementation and proper application of screening procedures not only supports SOP compliance, but also promotes cost savings, supports efficient staff utilization, and improves traveler experience. This effort is also a key component of our engagement initiatives with airports.

    SCOPE OF WORK:

    • Developing questionnaires and conduct a survey to collect input from the field/airports.
    • Conducting and facilitating focus groups at airports to ensure input from field operations personnel is incorporated in the SOP Best Practices final solution approach
    • Creating processes to implement and to evaluate performance measures for the SOP Best Practice process/program
    • Creating an iShare site in accordance with organizational standards and branding requirement to organize and facilitate access to program related information and documentation.
    • Driving the development of an iShare site using data analysis and best practices, which will include permissions management, site security, development of the new site that meets the governance structure,
    • Incorporate ad-hoc functions to enhance the iShare site, such as hyperlinking, PDF conversion, PowerPoint presentations associated with CSS SOP development and Summary of Changes compilations and distribution. This will also include content is formatting, such as paragraphs, and tables, and importing and formatting other graphics, as needed.
    • Incorporating governance policies/practices into creating new and maintaining the existing customer sites/tools.
    • Meeting with key stakeholders to refine requirements and periodically with functional area team members to address and solve for unique requirements.

    REQUIREMENTS:

    • · Experience designing and/or communicating standard operating procedures to target audiences
    • · Conducting focus groups
    • Microsoft Sharepoint Proficiency
    • · US Citizenship
    • · Bachelor’s Degree
    • · Excellent written and oral communication
    • · Data collection and analysis
    • · Experience applying NIST framework
    • · Can work independently and in teams
    • · Experience working with federal government managers

    • · Experience developing executive-level briefings
    • · Required tools: Microsoft Word, Microsoft Excel,SalesForce.com, Microsoft PowerPoint

    HIGHLY DESIRABLE:

    • Knowledge of the TSA Tranportation Security Officer (TSO) mission.
    • Reviewing/using information in Screening SOPs existing engagement programs. Familiarity with the TSAScreeningSOPS mailbox; the SOP Frequently Asked Questions (FAQ) Database; the Screening Procedures Engagement Advisory Council (SPEAC) Program; and the Virtual Airport Outreach (VAO) Program is highly desirable.
    • The governing transportation security standard operating procedures
    • High level of proficiency using Microsoft Word, Microsoft Excel, Microsoft SharePoint, Microsoft PowerPoint
    • DHS or TSA suitability clearance.
