    Job Summary: Windsor Woods Home Care is seeking a highly organized, dependable, and detail-oriented DDA Program Manager to oversee services for individuals with intellectual and developmental disabilities. This position ensures compliance with Maryland Developmental Disabilities Administration (DDA) regulations, Medicaid Waiver requirements, COMAR standards, and person-centered practices. Responsibilities include coordinating communication among individuals receiving services, families, direct support professionals, and regulatory agencies to ensure safe, high-quality, individualized supports. The Program Manager monitors service delivery, maintains compliance, facilitates care planning, reviews documentation, supports staff in meeting program goals, and promotes each individual's independence and quality of life. The position also develops and implements policies and procedures to ensure operational excellence and compliance with state and federal requirements.

    Primary Roles and Responsibilities

    1. Program Oversight and Service Coordination Oversee daily operations of residential, day, employment, and community support programs.

    Ensure services are provided according to each individual's Person-Centered Plan (PCP).

    Coordinate with families, guardians, nurses, behavior specialists, and Coordinators of Community Services (CCS).

    1. Person-Centered Support

    Promote independence, self-determination, and community inclusion.

    Monitor progress toward personal goals and outcomes.

    Ensure meaningful opportunities in employment, education, recreation, and community life.

    1. Staff Supervision and Development

    Hire, train, and supervise Direct Support Professionals (DSPs).

    Conduct performance evaluations and provide coaching.

    Ensure completion of required DDA and agency training.

    Manage staffing schedules and coverage.

    1. Regulatory Compliance- Ensure compliance with:

    Maryland DDA regulations

    COMAR requirements

    Medicaid Waiver standards

    CMS Home and Community-Based Services (HCBS) requirements

    Maintain readiness for DDA licensing and quality assurance reviews.

    1. Health, Safety, and Risk Management

    Monitor medical, behavioral, and environmental needs.

    Ensure medications, appointments, and health supports are properly managed.

    Investigate and report incidents according to DDA policies.

    Develop corrective actions when necessary.

    1. Documentation and Quality Assurance

    Review progress notes and service documentation.

    Ensure timely completion of reports and assessments.

    Maintain records required for Medicaid billing and DDA audits.

    Monitor service quality and participant satisfaction.

    1. Team Collaboration

    Participate in PCP meetings and annual reviews.

    Communicate with CCS agencies, families, guardians, healthcare professionals, and state agencies.

    Assist with admissions, transitions, and discharge planning.

    1. Budget and Administrative Management

    Manage program expenses and staffing resources.

    Ensure services are authorized and provided within approved funding limits.

    Assist with utilization and productivity monitoring.

    Qualifications

    Bachelor's degree in Human Services, Psychology, Social Work, Nursing, Rehabilitation, or a related field.

    Minimum of three (3) years of management experience in DDA healthcare, DDA homecare, or DDA management services.

    Experience working with individuals with intellectual and developmental disabilities.

    Knowledge of:

    Maryland DDA regulations

    COMAR 10.22 requirements

    Person-Centered Planning

    LTSS Maryland system

    Incident Management and quality assurance processes

    Supervisory experience with strong communication skills.

    Ability to work effectively in a fast-paced environment and manage multiple priorities.

    Experience with scheduling systems, Microsoft Office, email communication, and electronic documentation systems.

    Strong attention to detail and problem-solving skills.

    Ability to maintain confidentiality and professionalism.

    Valid Maryland driver's license and reliable transportation. A current driving record must be submitted during the hiring process.

    Current cleared CJIS background check.
