    Job Description

    PROJECT BACKGROUND:

    Teracore provides technical and operational oversight and advisory support for our federal customer to assist in the monitoring, performance tracking and quality assurance activities for its’ technical IT contracts. Oversight and advisory support areas include: technical operations management technical quality assurance support, incident management, problem management, program management, portfolio management, and contract management. Work products, deliverables, and support delivered under this task order are performed utilizing integrated processes and methods across all technical, business and management requirements

    ROLE AND RESPONSIBILITIES:

    Support a Federal client providing exemplary acquisition and contract management support, and other related workload requirements associated with the acquisition and administration of awarded contracts.

    TASK AND DUTIES:

    As an acquisition specialist, deliver compliant pre- and post-award documentation and/or contractual documents in accordance with the Federal Acquisition Regulation (FAR), the Department of Defense Federal Acquisition Regulation Supplement (DFARS), client and Department of Defense (DoD) supplements, policy guidance directives and instructions. Additionally, you will:

    • Assist in the planning for and executing the pre-award activities related to soliciting offers;
    • Conduct the activities related to the evaluation of quotations in response to a solicitation;
    • Assist in evaluating vendor proposals in accordance with statute, regulation, policy, factors established in the solicitation, and the Source Selection Plan;
    • Assist in conducting contract award activities, to include determining contractor responsibility; preparing the award documentation; issuing the award; processing requests for a debriefing; and responding to protests;
    • Assist in the planning and conducting post-award orientation designed to resolve potential or actual issues that may affect contract performance and to achieve a mutual understanding of significant responsibilities of both the Government and contractor;
    • Assist in performing quality assurance and administration of the contract by monitoring and assessing contractor performance and communicating, negotiating and addressing issues that may arise during the performance of the contract;
    • Assist in collecting, reviewing, and assessing payment-related information;
    • Provide input to determine the need to modify the contract using the type of contract modification that best fits the acquisition situation;
    • Review, assess and provide the government information to determine if it is in the best interest of the Government to terminate a contract; assist in determining the method used to terminate the contract and carry out the termination in accordance with applicable statute and regulation; and
    • Verify that the contract file is complete and closeout the contract file.
  • Qualifications

    REQUIRED EXPERIENCE/SKILLS:

    • Bachelors degree
    • Minimum 2 years of experience serving as a contract specialist/administrator or procurement analyst.
    • Knowledge of the federal acquisition process.
    • Knowledge of contracting principles, laws regulation and procedures.
    • Knowledge of methods and techniques of fact-finding, analysis, and resolution of complex problems, and the ability to develop concrete action plans to solve problems.
    • Familiarity with price and cost analysis principles.
    • Excellent written and oral communications skills and be proficient in MS Office Products, MS Project, and Adobe Acrobat.
    • Understanding and experience working with the Procurement Life Cycle
    • Understanding of the acquisition life cycle - DHS Acquisition Management Directive 102-01
    • 3 years of experience with all Microsoft Office Products, especially MS Excel, Word and PowerPoint
    • Excellent oral and written communication skills required
    • Strong consulting and analytical skills required
    • Energetic and eager to tackle new challenges

    ADDITIONAL DESIRED EXPERIENCE/SKILLS:

    • Acquisition related certifications

    CLEARANCE REQUIREMENTS: 

    • US Citizenship Required / Background Investigation required to attain favorable entry on duty (EOD). Active DHS EOD preferred but not required.
