    JOB TITLE:                FINANCE MANAGER SALARY RANGE:      $85,000 - $105,000

    LOCATION:                FINANCE

     

    SUMMARY: Under general supervision, manages the DHA’s accounts payable, HCV payment processing and accounts receivable, supervise relevant staff for staff and HCV program reporting, and evaluates fiscal/operational performance of HCV program.

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

     

    • Supervises accounts payable supervisor and accuracy and promptness of the payment process.
    • Supervises accounts receivable supervisor and accuracy and promptness of the receivable  process
    • Supervises housing choice voucher (HCV) program payable supervisor and accuracy and promptness of the payment process.
    • Reconciles general ledger for accounts payable, receivable and HCV program areas.
    • Reviews and processes a variety of technical transactions; manages special projects.
    • Assists auditors as required in preparation of financial analyses and reports.
    • Collects financial and administrative information and compiles data for reports; recommends improvements in budgeting systems and procedures.
    • Supervises and directs the daily activities of payment staff; screens and assigns workload; plans, prioritizes and assigns tasks and projects; monitors work and evaluates performance.
    • Prepares VMS reporting
    • Responds to requests for information; provides technical information to DHA staff as authorized; identifies and researches budgeting issues, and recommends solutions.
    • Supports the relationship between DHA and the constituent population by demonstrating courteous and cooperative behavior when interacting with clients, visitors, and DHA staff.
    • Enthusiastically promotes the President/CEO’s priorities for the operations of DHA.
    • Performs other duties as assigned or required.

     

    KNOWLEDGE AND SKILLS:

    • Knowledge of DHA organization, operations, policies and procedures.
    • Knowledge of public sector accounting and budgeting systems.
    • Knowledge of Generally Accepted Accounting Principles and Generally Accepted Auditing Standards.
    • Knowledge of personnel rules and budgeting systems.
    • Knowledge of the principles of record keeping and records management.
    • Knowledge of business and personal computers, and spreadsheet software applications.
    • Skill in understanding, interpreting and applying accounting standards and procedures, and applicable Federal rules and regulations.
    • Skill in the analysis and application of budgeting and accounting principles and standards.
    • Skill in supervision, coordinating staff, and delegating tasks and authority.
    • Skill in correcting and updating budget information systems.
    • Skill in assessing and prioritizing multiple tasks, projects and demands.
    • Skill in reviewing and performing mathematical calculations.
    • Skill in working under pressure of deadlines, and establishing and maintaining cooperative working relationships with other DHA staff.
    • Skill in effective communication, both verbal and written.
    • Skill in interacting with people of different social, economic, and ethnic backgrounds.

     

    PHYSICAL DEMANDS:

    Must be able to lift/carry up to 10 pounds.

     

    MINIMUM QUALIFICATIONS:

    Bachelor’s degree in Accounting, Business Administration or a related filed; AND five (5) years of accounting work experience, including two (2) years in the public sector; OR an equivalent combination of education and experience.
