Job Description Summary
Position Purpose: Under general direction, this role serves as the technical authority responsible for designing, defining, planning, developing, and coordinating the implementation of disaster recovery (DR) and business continuity (BC) solutions for the enterprise. This includes identifying key business data and interdependencies, establishing governance methodologies, and ensuring organizational resilience in the face of disruption.
Essential Duties and Responsibilities:
Lead enterprise-level architecture and strategic direction for IT disaster recovery and business continuity planning.
Develop and maintain comprehensive BC/DR strategies and solutions, including risk assessments, business impact analyses, strategy selection, and documentation.
Design and conduct mock disaster recovery exercises; evaluate results and update plans accordingly.
Identify critical systems, recovery time objectives (RTO), and resource requirements to minimize business disruption.
Analyze organizational data and trends to detect threats to people, infrastructure, and information systems.
Create and deliver training and awareness materials for employees on continuity procedures.
Recommend improvements to mitigate risks stemming from regulatory, operational, or industry-related changes.
Develop and implement Continuity of Operations Plans (COOP) to support recovery from natural or man-made disasters.
Supervise and mentor staff involved in IT architecture and continuity planning; manage related budgets and planning activities.
Assist in building cyber resilience strategies and transformation initiatives.
Consistently report to work as scheduled and perform duties reliably and professionally.
Qualifications and Experience: Candidates must meet one of the following criteria, or an equivalent combination of education and experience in accordance with Personnel Policies and Procedures, Section 128:
Option 1:
120 semester hours from an accredited college or university.
Minimum of 6 years of experience in IT disaster recovery, business continuity, project management, engineering, or architecture within a medium to large organization.
Option 2:
60 semester hours from an accredited college or university.
Minimum of 8 years of related experience as noted above.
Knowledge, Skills, and Abilities:
Strong knowledge of application technologies, service-oriented architectures, and enterprise systems.
Broad understanding of business applications, IT security, and infrastructure recovery strategies.
Experience with cloud-based DR/BC platforms and data center operations.
Ability to define enterprise architecture standards and deliver strategic solutions.
Strong leadership, project management, and decision-making abilities.
Capable of analyzing complex technical problems and implementing efficient resolutions.
Skilled in cross-functional collaboration and communication across technical and non-technical audiences.
Ability to supervise and mentor staff, manage ambiguity, and prioritize complex tasks under pressure.
Excellent interpersonal skills to influence, support, and engage stakeholders at all levels.
Physical Requirements:
Manual dexterity sufficient for computer and telephone use.
Occasional lifting (up to 20 lbs), pushing/pulling (up to 10 lbs), and physical movements such as standing, walking, bending, kneeling, and reaching.
Speech and hearing abilities sufficient to communicate effectively.
Licenses and Certificates:
Must possess a valid Oklahoma Class “D” Driver’s License.
Working Environment:
Primarily office-based, with telecommuting and remote work options available.
Occasional travel to various City locations for meetings and project coordination.
