    DMS International is looking for an experienced part-time PROPOSAL/TECHNICAL WRITER to join our team in Silver Spring, Maryland. The Technical Writer is mainly responsible for coordinating, managing, writing and developing compliant, complete and compelling, proposals to capture new business opportunities, focused primarily on federal contracts. The ideal candidate should be a highly-skilled and effective written and oral communicator. Special effort will be given to ensure that all RFP requirements and instructions are carefully met in all documents and that all proposal criteria is captured.


    • Determines proposal concept by identifying and clarifying opportunities and needs; studying requests for proposal (RFPs); attending strategy meetings.
    • Reads and reviews all proposal requests; develops technical and management strategies to meet proposal requirements
    • Conducts research if needed on RFP technical/functional areas to gain better understanding of areas to be addressed and responded to
    • Determines proposal requirements and coordinates with other departments for proposal input
    • Ability to work in a time-sensitive environment and meet all deadlines
    • Ensures writing is compliant with proposal criteria and instructions
    • Develops executive summary and leads proposal reviews
    • Coordinates with Subcontractors and other Prime contractors
    • Performs other duties as assigned


    • Bachelor's Degree (BA/BS) from a regionally accredited college or university


    • Proficiency in MS Office Suite, specifically WORD and EXCEL • SharePoint

    • Minimum of five years of prior experience preparing written proposals and management documents of a technical nature is expected • Prior knowledge of U.S. Government contracting processes is preferred but not required • Candidate should have a strong portfolio of captured targeted projects • Experience in a learning environment preferred


    • Proficiency in MS Office Suite, specifically WORD and EXCEL • SharePoint


    • Strong organizational and presentation skills • Experience with supporting Federal contract programs and Program Managers • Ability to work independently or in a team setting • Strong problem-solving skills; Ability to analyze and provide recommendations • Exceptional writing and research skills • Strong interpersonal and communication skills
