    Job Summary:

    The Grants & Contracts Administrator (GCA) will report directly to the Executive Director and is responsible for performing end to end award processes from application to close out activities for the Denver Research Institute (DRI), including, but not limited to, managing an assigned portfolio of complex grants and contracts using knowledge of grant and contract management rules and regulations, technical expertise, and analytical skills.

    Duties and Responsibilities include, but are not limited to the following:

    Pre-award:

    Review grant applications and contract proposals for comprehensiveness, appropriate language, and compliance with funding agency guidelines, applicable federal and state laws and regulations, and DRI policies and procedures.

    Prepare and verify grant application and contract proposal budgets.

    Handle all communication and follow-up with administrative staff/Principal Investigator (PI)/funding agency concerning additional information required by sponsor or VA to finalize proposal (e.g., obtain approval(s) to existing awards, notify department PI of action(s) needed, and handle e-mail requests).

    Initiate and conduct assertive “win-win” negotiations with industry and provide rationale for pricing decisions based on the established standards for pricing including consistent application of appropriate DRI administrative fees.

    Upload, assist with, or coordinate upload of federal/clinical trial/private foundation applications.

    Develop and maintain intake process.

    Assist with other tasks as assigned.

    Post-award:

    Provide advice to departments seeking to obtain sponsor approvals of restricted actions such as: travel, equipment purchases, and budget adjustments.

    Monitor actual research team level of effort in comparison to budget. Communicate results.

    Review and fully understand the terms and conditions of the executed contract including, budget and payment terms, project deliverables and milestones in order to set-up and effectively track and report progress.

    Create and submit invoices to ensure all the study costs are captured, invoiced and accounted for in a timely manner.

    Proactively and assertively follow-up with research sponsors to ensure that invoices are paid timely in accordance with the terms and conditions of the executed budget and payment terms.

    Work closely with the finance and research teams to manage the Greenphire stored value card program.

    Ensure that the DRI admin fee is consistently transferred on a monthly basis from study accounts to applicable research infrastructure codes.

    Comply with the funding agency's reporting requirements and provide consistent financial reports to all applicable parties.

    Follow guidelines for the timely closing of projects, adhering to DRI policy in processing any related residual funds.

    Assist with other tasks as assigned.

    General:

    Guide departments through the administrative procedures necessary to achieve their goals relative to sponsored research.

    Monitor NPC best practices relative to fee schedules and maintain currency with industry acceptance of terms. Make recommendations for revisions to DRI standard fee schedule.

    Regularly attend team meetings and contribute to the discussion, assimilating information into the work processes.

    Work closely and effectively with the finance and research teams to help facilitate a smooth transition from pre-award to post-award management.

    Communicate initial and interim financial projections based on estimated revenue determined by various input scenarios for enrollment, in order to assist investigators with decisions regarding ongoing financial feasibility.

    Where DRI is the prime awardee, initiate, amend, and terminate subaward agreements and personnel agreements.

    Where DRI is the sub-recipient ensure that all applicable forms and agreements are completed and returned per instructions.

    Research and make recommendations for optimal grants management application, develop budget justification.

    In collaboration and approval from the Executive Director, develop, maintain and update internal policies and operations related to pre- and post-award activities.

    In collaboration and approval from the Executive Director, develop policies around prioritization of grant application support.

    Assist with other tasks as assigned.

    Qualifications:

    Minimum Qualifications:

    A bachelor's degree in public health, public administration, contract management, communication, healthcare administration, business administration, business, or a directly related field from an accredited institution.

    2 years of professional level experience with grant/award contract management and negotiations, editing legal documents, or similar field of experience.

    Experience providing customer service.

    Substitution: A combination of education and related technical/paraprofessional, e.g. paralegal certification, experience may be substituted for the bachelor's degree on a year for year basis.

    Knowledge of accounting and grant/project management software.

    Preferred Qualifications:

    Experience in non-profit, federal, or academic research grants and contracts administration involving interactions with individuals at all levels.

    Experience with industry-sponsored clinical research administration. 

    Experience with pre and/or post award administration in medical research environments, including NIH and DOD funding.

    Have a working knowledge of OMB Uniform Guidance 2 CFR 200, 2 CFR 220, 2 CFR 215), OMB A-133, Federal Acquisition Regulations, and other applicable Federal and State laws and regulations relating to research administration at a non-profit institution.

    Familiarization with on-line grant application systems such as SAM, eRA Commons, AHA, Grants.gov, eBRAP, WAWF, etc.

    Strong communication skills - written and oral.

    Excellent analytical skills including the ability to apply basic math skills.

    Organizational and time management.

    Above average skills using MS Excel

    Microsoft Office Suite applications, including Word and Outlook.

    Ability to edit documents based on policy and procedure.

    Ability to identify issues and escalate for discussion.

    Ability to work in a high-volume office with deadlines.

    Ability to understand and interpret applicable laws, policies, regulations, rules, guidelines, etc.

    Ability to prepare and present analysis of issues and translate complex information into easily comprehensible terms.

    Supervisory Responsibility: There are no direct reports.
